Duties

Help
  • Manage Bureau of Land Management (BLM) Fire Title VII EEO Complaints program and reporting required by law and the Equal Employment Opportunity Commission (EEOC).
  • Provide continuing equal opportunity consulting services to managers at all levels including the SES level.
  • Oversee a staff which assist the manager in the assigned functions of the program.
  • Review State/Center Office implementation of personnel administration/management programs.
  • Serve on boards, councils, committees, etc., where incumbent’s expertise is required.
  • Serve as Bureau-wide lead for the DOI Interior Business Center (IBC) Oracle Business Intelligence Enterprise Edition (OBIEE) database.
  • Maintain responsibility for managing the BLM Fire Affirmative Employment Program.
  • Develop, evaluate, revise, and implement the BLM Fire’s MD-715 plan.
  • Participate in, conduct, and review statistical or other special program studies.
  • Maintain responsibility for the development, implementation, and oversight of the firefighter training
  • Serve as advisor or consultant to top management officials on difficult problems, the resolution of which may result in controversial or precedent decisions.
  • Ensure that top management officials are advised of policies, procedures and practices which may impact equal opportunity in the workforce, or where decisions may result in discrimination.
  • Serve as direct supervisor to full time EEO Specialist and to collateral duty EEO counselors, Special Emphasis Program Managers, and Barrier Analysis Teams.

Qualifications

Specialized Experience:
In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

For GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience in

  • Developing, administering, evaluating or advising on the equal employment opportunity program which includes but is not limited to special emphasis programs designed to solve specialized employment problems.
  • Provided advice, assistance, and direction to management, employees, and applicants on legal and procedural EEO program issues and requirements.
  • Provided oversight of informal EEO counseling.
  • Reviewed informal and formal EEO complaints to identify, determine, and implement training needs.
  • Participated in developing, implementing, and administering plans of action of the EEO program.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy.
