Duties

Help

Current DOL policy requires on-site work at least 5 days per pay period. This is not a remote work position. The selectee will report to an assigned DOL office location on a regular basis and is eligible for participation in telework as determined by management in accordance with DOL policy.

The U.S. Department of Labor (DOL) promotes the welfare of the wage earners, job seekers and retirees of the United States. The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables DOL to perform its mission. The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. This position plays an expert role in performing administrative functions which promote the success of OCIO's core technology mission.

  • Maintains positive and effective working relationships.
  • Collects and maintains a database of training certifications as and when they are completed, for OCIO staff.
  • Responds timely to inquiries from all OCIO management and staff on administrative matters.
  • Identifies any problems and works cooperatively with all parties to arrive at mutually acceptable corrective actions that assure compliance and continuous program improvement.
  • Researches records of past matters initiated by requests for information. Provides guidance to ensure all pertinent records are properly safeguarded maintained or retired to the installation records holding area(s) for designated disposition.
  • Communicates regularly orally and in writing with OCIO management concerning safety and workplace injuries.
  • Assists with the completion of some time-sensitive and complex administrative issues; making recommendations for solutions to resolve administrative issues, and ensuring the most efficient and effective delivery of administrative support to various programs.
  • Prepares input for the OASAM annual safety report. Represents OCIO in meetings and conferences concerning workplace injuries and return-to-work issue.
  • Oversees and coordinates activities related to records management, archiving, and the final destruction or disposition of OCIO records to designated federal record centers.
  • Coordinates with organizational information management subject matter experts and DOL records managers to ensure programs are fully cognizant of and integrated with technological advancements and information architecture strategies.
  • Performs other duties as assigned.

Qualifications

You must meet the Specialized Experience or the Education Requirements to qualify for Administrative Services Specialist, as described below.

Qualifying education or experience for GS-11 includes:

For GS-11: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-09 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Specialized Experience:

  • Implements and oversees daily administrative functions such as technology support, telework, inventory, property disposal, receipt of goods and services, extensive case record keeping and case archiving, memoranda of understanding, among other general administrative tasks.
  • Experience in records management for a large organization.
  • Experience in training and development activities and analysis for a large organization.
  • Experience in safety and health issues analysis for a large organization.

OR

Education:


Ph.D. or equivalent doctoral degree

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work;

OR

LL.M., if related.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
