Duties

  • The incumbent provides executive leadership and direction in the formulation, development, and execution of assigned program functions that are carried out by subordinate employees working under the supervision of Office Directors in the following offices: Office of Construction Standards and Guidance; Office of Engineering Services; and Office of Construction Services.
  • Develops and promulgates construction safety standards and regulations (with economic analysis support from the Directorate of Standards and Guidance and legal support from the Office of the Solicitor (SOL) to ensure safe working conditions for the nation's construction workers.
  • Coordinates with and provides assistance to other regulatory agencies on the implementation and enforcement of major construction safety and health requirements.
  • Provides technical assistance and develops compliance directives, guidelines, interpretations, policies, and clarifications of occupational safety standards relating to the construction industry.
  • Provides advice to SOL on matters regarding the appeal and settlement of construction cases in litigation.
  • Develops realistic and effective OSHA enforcement programs for the construction industry and participates in incorporating these programs into comprehensive programs for inspections and investigations undertaken by field compliance officers. Develops pertinent regulations, procedures, manuals, and instruction, as necessary.
  • The incumbent is responsible for providing executive leadership and direction in the formulation, development, and execution of assigned program functions that are carried out by subordinate employees working under the supervision of the Office Directors.
  • Serves as the principal conduit of construction safety information from the Assistant Secretary and the executive staff of the National Office to the Regional program managers.
  • Formulates targeting strategies for directing construction safety and health inspections conducted by Federal OSHA and States with approved state plans under Section 18 of the OSH Act of 1970 to construction projects and contractors with high rates or large numbers of occupational injuries and illness.

  • If selected, the candidate must receive approval from OPM's Qualifications Review Board in order to be appointed to the SES.
Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service).

Qualifications

Candidates must have a broad background in the administrative or managerial aspects of safety engineering, safety management or industrial hygiene or a combination of directly related functions or comparable work, which has demonstrated abilities of the candidate to perform the duties of the position. Candidates must demonstrate managerial ability or potential to perform in a managerial capacity at a senior management level (normally equivalent to the GS-15 level in the Federal service).

To qualify for this position, all applicants must write narrative responses detailing accomplishments that would satisfy each of the ECQs and MTQs. You must address each ECQ and MTQ separately. If you fail to do so, your application will be rated ineligible.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): In writing your responses to the Executive Core Qualifications (ECQs), your narrative must address each ECQ separately. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. NARRATIVE RESPONSES TO ECQS MUST NOT EXCEED 10 SINGLE-SPACED PAGES. Applicants are encouraged to follow the Challenge, Context, Action, and Result model outlined in the guide.

1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and implement it in a continuously changing environment.

2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR NARRATIVE RESPONSES TO ONE (1) SINGLE-SPACED PAGE PER EACH MTQ WITH A FONT SIZE NO SMALLER THAN POINT 12.

  1. Experience leading, directing, and understanding relationships which exist between OSHA, state and local governments, trade associations, unions, and private industry.
  2. Knowledge of safety and health programs gained through extensive practical experience and/or education that enable the incumbent to direct a comprehensive program of occupational safety and health.
  3. Extensive experience managing and directing a large, interdisciplinary, professional and diverse organization involving complex program priorities/policies in the Private or Public sector.
