This permanent full-time position is located within the Greater Metropolitan Boston area, the park spans over 1,000 acres and is part of the Northeast Temperate Network of parks with significant natural resources. The park preserves and interprets the historic structures and landscapes associated with the opening of the American Revolution on April 19th, 1775; and includes extensive agricultural fields, wet meadows, woodlands, and riparian areas.

Major duties of this position include:

  • Assist with the development and implementation of the park's resource management program, with an emphasis on biotic resources.
  • Incorporate GIS technology into project planning and use automated methods for data collection, analysis, or illustration (GNSS, AGOL, ArcGIS, and ArcMap).
  • Inventory, monitor, restore, manage, and prepare reports on natural resources including invasive and pest species, sensitive species, and associated ecological components.
  • Communicate with related groups and individuals, volunteers, agencies, and the public regarding resource management strategies, compliance with NEPA, and implementing projects in accordance with natural resource management guidelines. Work with invasive plant management team outdoors to manage ecological health of native plant communities, orchards, and livestock pastures.
  • Manage natural resource data collection devices, field equipment, PPE, and tools.

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-10/04/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

BASIC EDUCATION REQUIREMENT: (All applicants must possess)

  • Must have successfully completed a full four year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. You must include transcripts with your application. Unofficial copies are acceptable; you will be asked to provide official if you are selected for the position.

  • Have a combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work. The quality of the combination demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.
Additionally, to qualify for this position at the GS-9 grade level, you must possess the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE REQUIREMENT:
  • At least one year of full-time specialized experience comparable in difficulty and responsibility to the next lower level (comparable to GS-07) in the Federal government. Examples of GS-07 level work may include: 1) assisting with planning, organizing, and implementing natural resource management projects; 2) gathering geospatial data (GPS, GNSS or mobile device) and conducting surveys/assessments of effects for sensitive species, wetlands, water quality, and other natural resources of concern, analyze data, and/or preparing maps and related cartographic products (GIS, ArcGIS, or other cartographic software); 3) developing and implementing site-specific prevention and control programs for plant and animal invasive, non-native, and pest species; 4) completing compliance documentation and actions associated with laws, policies, and guidelines including NEPA and NHPA; 5) developing and implementing plans to manage biological resources and adaptive management strategies; 6) leading groups and individuals in the management of biological resources.

  • Have successfully completed at least 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree from an accredited college or university in a field directly related to biological science, agriculture, natural resource management, chemistry or related disciplines.
-OR-
  • Have a combination of education and experience. For example, I have six months of specialized experience (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level education in an accredited educational institution (50% of the qualifying education).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Physical Demands: The position may require physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, uneven terrain, wetlands, and forests.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
