Help

As an Equal Employment Specialist, you will serve as a Counselor and Case Manager, responsible for processing and overseeing EEO complaints nationwide using the cradle-to-grave process.

Performs a variety of assignments resulting in the identification and possible solution of equal employment opportunity (EEO) problems.

Responsible for EEO counseling and EEO formal case management also responsible for each phase of the pre-complaint process, from initial contact through the acknowledgment of receipt of a formal complaint. Analyzes and identifies problems, determines cause and effect relations, formulates conclusions, and determines appropriate solutions. Performs all phases of case processing in accordance with 29 CFR 1614 and Equal Employment Opportunity Commission Management Directive 110. Provides EEO counseling and mediation services to all the workforce at all grade levels.

Processes informal and formal complaints of discrimination to include fact findings, writing counselor’s reports, acceptance/dismissal determinations, acknowledgement of claim amendments, approval of investigative
plans, legal sufficiency reviews of investigative reports, and preparation of less complex final orders.

Provides technical advice and consultation to agency management, complainants and their representatives, and other interested parties regarding the Federal EEO complaint process. Coordinates with EEO Specialist for Alternative Dispute Resolution (ADR), ensures that all requests for ADR are forwarded to the ADR Program Manager in a timely manner for processing.

As a counselor negotiates procedural issues and conducts fact findings, informal interviews of witnesses and other persons having information essential to an informal complaint case to write counselor’s reports and prepare accurate and timely reports to the Branch Chief.

Collects and reviews investigative materials to ensure legal requirements are met. Prepares complete, accurate and timely reports to the Branch Chief on the status of complaints in process, and the disposition of
complaints when closed.

Oversees and monitors contract EEO investigators (as case manager on formal side) and reviews investigative files to ensure they are comprehensive and legally sufficient to make decisions on the merits of claims.

Maintains a working relationship with the agency Human Resources Specialists and other offices impacting the EEO program.

Provides advice and guidance to managers and employees throughout the informal and formal processes on their rights and responsibilities with respect to the areas of EEO complaints processing.

May be responsible for all aspects of ADR on the informal side of the process.

Serves as a consultant and advisor to staff and management officials regarding counseling, investigation, affidavits, and hearings.

This position has job functions that must be executed within a specific geographic location in which GSA has a presence. The official duty station is a federal facility or leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework work arrangements. The duty station of the selectee for this position can be anywhere in the U.S., Including its territories and possessions, that is geographically specific to one of GSA's offices and located within approximately a 50 miles radius of a GSA office. The duty station will be determined upon selection and must be a physical address (not a PO Box) located within approximately a 50 miles radius of a GSA office. Positions include routine telework work arrangements which may require routine reporting to the designated GSA office.

The GS-12 salary range starts at $86,962.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience in Equal Employment Opportunity (EEO) pre-complaint counseling; conducting fact findings, informal interviews; coordinating with Subject Matter Expert for Alternative Dispute Resolution; providing technical advice and training regarding the EEO process; planning, conducting and managing investigations of formal EEO discrimination complaints; producing reports of investigation; and writing analyses to support agency decisions.

The GS-13 salary range starts at $103,409.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience in Equal Employment Opportunity (EEO) pre-complaint counseling; conducting fact findings, informal interviews; providing technical advice and training regarding the EEO process; planning, conducting, and managing investigations of formal EEO discrimination complaints; producing reports of investigation; and writing analyses to support agency decisions. This experience must include:

  • Evaluating and analyzing complaints to identify personnel management practices/deficiencies that may contribute to allegations of discrimination.
  • Providing logistical support to include locating, assembling and organizing appropriate documentation, in response to investigations and hearings resulting from formal complaints.
  • Designing, developing, and conducting specialized briefings, orientations, and training on EEO informal complaint processes and procedures.
  • Processing formal complaints of discrimination to include acceptance/dismissal determinations, acknowledgement of claim amendments, approval of investigative plans, legal sufficiency reviews of investigative reports, and preparation of less complex final
    orders.
  • Providing routine and ad hoc reports as necessary to fulfill document requests in relation to EEO complaints, quarterly dashboards and status meetings.

You will be evaluated for this job based on how well you meet the qualifications above.

1. Knowledge of the principles, concepts, legal requirements, and methodology of an equal employment opportunity program to make technical recommendations for decisions in EEO complaint cases.

2. Skilled in EEO complaint processing to serve as a consultant and advisor regarding investigations.

3. Knowledge of the formal/informal EEO complaint process to provide counseling to individuals and/or groups and oversees contract EEO Investigators.

4. Skill in conducting studies, organizational reviews, and workforce analysis to track program activities and support data analyses and reporting requirements.

5. Skill in written communication to prepare reports and documents for internal and external stakeholders.

6. Skill in oral communication to present information to and gain cooperation of internal and external stakeholders.

7. Ability to develop recommendations involving coordinated recruitment planning, training, job design, and career management efforts to
solve systemic equal employment problems.
