Summary

This position handles all information gathering/dissemination activities under the Freedom of Information Act (FOIA) for the Office of the Assistant Secretary for Administration and Management (OASAM). Reports to the Program Specialist who reports to the Director, Office of Strategic Operations (DOSO) and serves as the Government Information Specialist for OASAM FOIA providing administrative advice and guidance to staff located within OASAM centers.
This position is Outside the bargaining unit.

Selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Washington D.C; Atlanta, GA; Boston, MA; New York, NY; Chicago, IL; Dallas, TX; Denver, CO; San Francisco, CA; and Seattle, WA. For specific locations, see: DOL offices. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location.

Major duties for this position include but are not limited to:

  • Assessing proposed FOIA responses in alignment with general records schedules and Federal records management policies and guidelines.
  • Tracking FOIA requests using FOIAXpress software.
  • Provide advice to other employees in the office on records management issues such as how to set up systems, how to develop records schedules, how to retrieve records, both temporary as well as permanent.
  • Maintains accurate and complete records of all requests received and disclosures made, as well as information on the current status of all pending requests and appeals.
  • Handles difficult and controversial requests personally; these may involve large amounts of data or releasing politically sensitive information.
  • Independently prepare appeal and denial responses.
  • Responsible for drafting and recommending policies, procedures and guidelines governing the release of information.
  • Handles all information gathering and dissemination activities under the Freedom of Information Act (FOIA). Reviews reports and documents submitted by OASAM centers to ensure correct and uniform treatment and application of pertinent regulations, exemptions, and fees to determine if proper guidelines are being followed, to detect trends and possible problem areas, and to identify instances of superior performance by disclosure personnel.
  • Interprets court decisions and uses legal research to find applicable decisions on resolving the problems at hand. Serve as the lead coordinator of responses to FOIA litigation. The incumbent is considered an expert, stays current on court decisions on FOIA, and works proactively with program offices to develop and implement strategies to avoid litigation.
  • Develop policies, procedures, and standards for the FOIA records management program for OASAM. Provide for effective controls over the creation, organization, maintenance, use, evaluation, preservation, and disposition of office records. Provide advice to other employees in the office on FOIA records management issues such as how to set up systems, how to develop records schedules, how to retrieve records, and how to retire and dispose of records.
  • Assist in training and provide continuing advice and guidance to other individuals in OASAM who process FOIA requests. Provide guidance and instructions to national and regional offices on technical questions related to information access under the FOIA.

Qualifications

You must meet the Specialized Experience to qualify for the Government Information Specialist position, as described below.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.

Specialized Experienceis the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Specialized Experience for this position is defined as: Experience analyzing requests for information and records under the Freedom of Information Act (FOIA); Researching and preparing responses to requests for release of information; Consulting with program officials about concerns program officials may have about the release of records; Interpreting and applying applicable statutes, rules, regulations, and executive orders as they pertain to FOIA requests and program management; Providing guidance to agency employees in the proper handling of complex requests; Coordinating with internal and external stakeholders to include program offices, submitters of records, and requesters of these records to find mutually acceptable solutions.

Education

There is no substitution of education for experience at the GS-13 level for this position.
