Duties

Help

The candidate selected for this position will:

Assist in conducting training needs and assessments regarding Equal Employment Opportunity (EEO) and affirmative employment to ensure the best interests of the Corporation are served.

Keep abreast of new developments in policy and legislation affecting Federal employees and EEO programs for their feasibility and effect on PBGC EEO services provided, and to ensure agency compliance.

Assist with evaluating and preparing reports such as PBGC’s Annual MD 715 Report, and the Federal Equal Opportunity Recruitment Plan and Report (FEORP) which will be incorporated into both internal Executive Management Committee (EMC) recommendations and management reports and provides EEO input to the U.S. Equal Employment Opportunity Commission (EEOC), U.S. Office of Personnel Management (OPM) and PBGC management in a timely manner.

Qualifications

All qualification requirements must be met within 30 days of the announcement closing date.

You may qualify based on your experience and/or education as described below:

Specialized Experience: Applicants must have at least one year of specialized experience at the GS-09 grade level in the Federal service or equivalent to the GS-09 grade level in the private sector assisting in the preparation of the Management Directive 715 (MD-715) Report, Federal Equal Opportunity Recruitment Program annual plan and report (FEORP) or the Disabled Veterans Affirmative Action Program annual plan and report (DVAAP), and/or related reports.

Examples include: communicating with other managers to assist with the preparation of their affirmative action plans and conducting analyses of the organization’s workforce data to provide advice.

OR

Education: Ph.D. or equivalent doctoral degree; 3 full years of progressively higher level graduate education leading to such a degree; or an LL.M., if related.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position.

Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50.  Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Referral: You will be assigned to one of three quality groups. Each group represents a quality level (i.e., Best Qualified, Qualified, Minimally Qualified). Candidates will be considered in quality group order. If you are among the top qualified candidates, your application may be referred to a selecting official for consideration. You may be required to participate in a selection interview (telephonic and/or in person at the discretion of the Selecting Official in accordance with hiring polices).

If your resume does not support the answers you gave on the assessment questionnaire, you may be rated Not Qualified or you may be placed in a lower quality group.

  • Best-Qualified - highly proficient regarding the knowledge, skills and abilities (KSAs) related to this position.

    Your qualifications will be evaluated on the following knowledge, skills, and abilities (KSAs):
  1. ability to conduct training needs assessments regarding Equal Employment Opportunity (EEO) and affirmative employment in order to identify problem areas, advise on appropriate course of action, and to assist PBGC in attaining compliance with EEO and civil rights laws, regulations and orders

  2. experience conducting studies, analyzing findings and making recommendations for the improvement of EEO and affirmative employment, EEO policies, laws, regulations, and procedures on management operations
  3. knowledge of the Federal EEO and affirmative employment laws, executive orders, court decisions, policies, procedures, regulations to include human resource laws, rules and regulations


Interagency Career Transition Assistance Programs: These programs apply to employees who have been involuntarily separated from a Federal service position within the competitive service or Federal service employees whose positions have been deemed surplus or no longer needed.
