The incumbent serves as the FCC Section 508 Program Manager, technical advisor (expert/ authority) and lead specialist on Section 508 Program electronic information technology. He/she is responsible for developing, evaluating, and recommending electronic information technology (EIT) accessibility policies and procedures and ensuring operational changes within FCC IT systems meets national Section 508 Program requirements for employees with disabilities.

Additionally, the position serves as the Enterprise Test Manager and directs the testing of applications, systems, and IT assets across the FCC enterprise. The incumbent participates in the performance of technical analysis and testing of information systems (e.g., vulnerability and compliance scanning) to support the Commission’s Cybersecurity program. As a critical part of the IT security and compliance team, the position is responsible for identifying vulnerabilities discovered during the testing process.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Time in grade restrictions do not apply to Direct Hire procedures.

In order to be deemed as qualified candidates must have one year of specialized experience which is equivalent to the GS-13 grade level in the federal service. Specialized experience includes:

1. Experience leading Section 508 Program compliance activities.

2. Experience developing, evaluating, and recommending electronic information technology (EIT) accessibility policies and procedures and ensuring that IT systems meet the national Section 508 Program requirements.
3. Experience serving as an authoritative expert on Section 508 Program electronic information technology and providing guidance and advice to senior IT management.
4. Experience directs the testing of applications, systems, and IT assets across an enterprise/organization.
5. Experience establishing Section 508 testing protocols that supports assessment, testing, and reporting of Section 508 violations and remediation processes.

You will be evaluated for this job based on how well you meet the qualifications above.

All applicants will be rated on the extent and quality of experience and education relevant to the duties of the position.  The FCC determines the BEST QUALIFIED CANDIDATES based upon whether or not all of the qualification requirements have been met (education, basic experience requirements and specialized experience requirements).

As this position is being advertised under Direct Hire procedures, veterans preference does not apply.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

  • Mastery of and skill in applying advanced IT principles, concepts, methods, standards, and practices.
  • Comprehensive knowledge and skill in applying Section 508 Program related concepts, principles and methods, including applying the Access Board's EIT Accessibility Standards, especially the UI design requirements and conformance solutions for at least software and web EIT products/services and standard Assistive Technology (AT).
  • Skill in implementing, individually and with teams, accessible software/web/e-content in accordance with the Section 508 Program requirements.
  • Comprehensive knowledge and skill in applying the requirements of the Rehabilitation Act of 1973, as amended, i.e. Sections 501, 504, and 508, as well as related laws, policies, regulations, and precedents,
    and the ability to translate these into program goals/objectives, actions and services.
  • Skill in providing technical leadership, managing projects and providing guidance to other IT technical specialists, government employees and contractors, engaged in planning and conducting electronic
    information technology studies and analyses, and developing recommendations affecting current and future IT architectures.
