Duties

Help

As a Computer Scientist at the NH-1550-3 some of your typical work assignments may include:

  • Applies functional expertise in the principles and techniques of Computer Science for assignments concerning the design, development, optimization, cyber security readiness and integration of DMEA's custom software development and infrastructure involving complex projects entailing modernizing software, often consisting of changing requirements, unexpected challenges, and quick turnaround on fulfillment of deliverables.
  • Develops high-speed computing systems and real time data acquisition systems. Introduces and implements innovative approaches to address unusual or difficult technical issues that significantly impact important software development programs. This might involve adopting new technologies, rethinking traditional processes, or finding creative solutions to complex challenges.
  • Independently performs, leads and motivates a matrixed multi-functional team involving complex interrelationships, technically advises on and coordinates reviews, integrates and oversees various cybersecurity and software development projects and programs.
  • Provides system level and project support by applying broad knowledge of principles and techniques relative to computer science methodologies and software engineering throughout all product life cycle phases, which includes concept of operation development, designing, planning, scheduling, deployment and testing of system hardware and software, supporting research, development, and business efforts within the Defense Microelectronics Activity (DMEA). Projects include commercial as well as DMEA specific technologies.
  • Define contract requirements, monitor, and evaluate contractor-computer science efforts, review technical proposals to determine a position for negotiation, identify technical problems, and provide solutions.
  • Oversees the planning phase of projects via assigning, scheduling and allocating resources. Coordinates between different teams to ensure smooth integration of software development. Continuously monitors the progress of projects to ensure milestones are met and makes adjustments as needed to stay on track technically and on schedule.
  • Ensures the software developed meets the required quality standards. conducts code reviews, and assures thorough testing has been completed.

Qualifications

You may qualify at the NH-3 (GS12/13), if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-2 (GS-11) grade level in the Federal service as listed below:

  1. Research, analyze, interpret, and evaluate cybersecurity vulnerabilities within computer system architecture and/or software;
  2. Design computing applications utilizing its characteristics, limitations, and potential applications to transform information;
  3. Knowledge of computer software concepts such as data representation, data structures, file systems, operating systems, computer languages, software development methodologies, and network protocols; and
  4. Define contract requirements, monitor, and evaluate contractor-computer science efforts, reviewing technical proposals to determine a position for negotiation, identify technical problems and provide solutions
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1550, series as listed below:

This series includes professional positions which primarily involve the application of, or research into, computer science methods and techniques to store, manipulate, transform or present information by means of computer systems. The primary requirements of the work are (a) professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations; (b) specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, and techniques; and (c) knowledge of relevant mathematical and statistical sciences.

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
