This position includes, but is not limited to, the following duties:

For GS-15:

  • Provides oversight of the overall preparation of annual child labor and forced labor reports.
  • Ensures OCFT research and recommendations are widely disseminated and used to inform strong US and global policy and action on child and forced labor and related relevant policy areas.
  • Oversees the development and implementation of OCFT goals to meet immediate and long-range strategic goals, objectives, and requirements.
  • Periodically reviews strategic plans and adjusts as necessary to meet unexpected program changes and needs.
  • Determines when organizational changes are needed, and institutes improved control and measures.
  • Manages financial resources through program planning and evaluation; ensuring proper use of funds; and seeking opportunities to reduce program and administrative costs.
  • Serves as a principal policy advisor to the Deputy Undersecretary and the Secretary on all issues relating to international child and forced labor.
  • Regularly briefs Deputy Undersecretary on critical issues, which would impact ILAB, Department, and other governmental agencies' international policies and programs.
  • Advises the OCFT Director, the Deputy Undersecretary, the Secretary, and the DOL Secretary on appropriate programs and policies to integrate OCFT's and DOL's activities with the government's overall strategy and goals.
  • Develops responses for the Deputy Undersecretary and the Secretary to inquiries from Congress, international organizations, governmental agencies, non-governmental organizations, professional, trade, and labor organizations, and the general public with both factual information and interpretations of current government policy regarding international child and forced labor.
  • These may be highly technical, necessary to dispel public misconceptions, and often involve sensitive considerations of international protocol and cultural diversity.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. This position has a basic requirement that must be met in order to qualify Specialized Experience/Education Substitution Statement(s):

  • Degree:

    major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
or
  • Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.
or
  • Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs

In addition to meeting the basic requirement above, to qualify for this position, you must also meet the specialized experience listed below. GS-15: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience. Your experience must demonstrate expert knowledge of international employment and labor issues in the private or public sector performing AT LEAST THREE of the following duties:

Specialized experience is defined as experience planning and distributing work, managing staff, AND TWO of the following areas of experience related to international labor or development issues:

  • TEAM MANAGEMENT: Managing a team of 8 or more staff, including responsibility for strategy, budget, human resource development, operating program and administrative policy, and internal and external coordination with other teams/organizations.
  • RESEARCH MANAGEMENT: Managing multiple research outputs related to child and forced labor or related subject areas, ensuring delivery to tight deadlines, quality control, and alignment with organizational policy and standards.
  • REPRESENTATION: Representing an organization at high-level meetings with executive policy-making officials of governmental and non-governmental organizations where international child and forced labor or related issues are discussed.
  • SUBJECT MATTER EXPERTISE: Expert level knowledge of child labor and forced labor or related areas - including 5 or more years' experience with developing policies and actions to reduce child labor, forced labor or related human rights violations in a developing world context.

Education

Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
