Selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in: Washington, DC; Dallas, TX; Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; San Francisco, CA. For specific locations, see: DOL offices. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location.

Current DOL policy requires on-site work at least 5 days per pay period. This is not a remote work position. The selectee will report to an assigned DOL office location on a regular basis and is eligible for participation in telework as determined by management in accordance with DOL policy.

The U.S. Department of Labor (DOL) promotes the welfare of the wage earners, job seekers and retirees of the United States. The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables DOL to perform its mission. The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. This position is responsible for a wide range of OCIO-facing financial management advice and assistance.

  • Analyzes and assists in the development of various procurement actions, agreements, memorandum of understandings, etc. to determine the cost and impact on funds in respective contracts. Determines whether there are sufficient funds available. Makes recommendations for the reprogramming of funds to satisfy new or changed requirements and reports on the effective use of and sources of untapped funds.
  • Provides advice and assistance to OCIO management on budgetary and financial management matters. Independently resolves conflicting program and budgetary requirements such as reduction in budget coupled with expansion of IT services to the Department. Handles multiple difficult tasks and assignments simultaneously, is subject to frequent interruptions and change, and OCIO budget and financial priorities.
  • Develops direct and indirect costs, monitors budget execution and performs advanced trends analysis and progress reporting.
  • Prepares and submits obligations and coordinates with the Office of Chief Financial Officer (OCFO). Verifies obligations are correctly entered and properly tracked. Prepares requests for apportionments, allotments, allocations and operating accounts in compliance with established OMB, Treasury, GAO and GSA requirements, and in compliance with DOL policies and procedures. Secures modifications to program plans to reflect resource strategies and budgetary constraints.
  • Prepares spreadsheets for funding projections. Oversees requests for purchasing and contract modifications in compliance with DOL policies and procedures. Ensures proper control over and use of carryover funds.
  • Prepares and maintains records of expenditures for contracts. Analyzes costs against level of funding and task order ceilings.
  • Evaluates monthly accounting transactions such as detailed statements of funds to ensure the accuracy of accounting data.
  • Establishes and maintains effective working relationships. Researches information, gathers data, and prepares spreadsheets and reports for review and approval by higher level financial staff, OCIO higher level officials and Agency stakeholders.
  • Performs other duties as assigned.

Qualifications

You must meet the Specialized Experience to qualify for Fiscal Operations Specialist, as described below.

For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-13 includes:

  • Experience with budget execution and formulation for a major organization.
  • Experience working with a budget process to formulate budget estimates under applicable directives and guidelines for major programs.
  • Experience interpreting budget guidelines, and regulatory policy guidance to determine the organizations budget programs.
  • Experience in developing guidance, memorandum, procedures, and instructions which cover the full spectrum of accounting and financial management issues.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
