Duties

Help

As a Program Analyst your duties will include but are not limited to the following:

  • This position is in the Branch of Systems and Training responsible for analyzing existing financial assistance systems and developing and recommending approaches to improve overall efficiency and effectiveness of their processes.
  • Working with natural resource organizations and individuals in the U.S. and foreign countries to develop, approve, and monitor financial assistance, grants, and cooperative agreement awards for the protection and enhancement of fish and wildlife resources and their habitat.
  • Supporting the budget, administration, property management, audit, and system needs in the performance of its mission.
  • Providing a systematic and ongoing national training program to develop basic and specialized award management and skills resulting in consistent and sensible application of regulations, processes, and decisions for financial assistance.

In order to qualify for this position, you must possess the Minimum Qualifications.

Minimum Qualifications GS-13:
One (1) year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service. Specialized experience includes: 1) Performing analysis required to identify, document, or develop business rules pertaining to U.S. Fish and Wildlife Service (Service), Departmental, or government-wide systems including, but not limited to, the Financial Business Management System (FBMS); 2) Leading the resolution of help desk issues related to FBMS, Grants Solutions, and Treasury's Automated Standard Application for Payments (ASAP), along with coordinating issues with Service programs, DOI's Business Integration Office (BIO), Interior Business Center (IBC), U.S. Treasury, and other government-wide systems as appropriate; 3) Analyzing and evaluating financial assistance technical and business processes to recommend and develop integrated systems/processes to improve overall efficiency and effectiveness; 4) Coordinating with Branch team trainers to develop training strategies, approaches, and materials required to implement revised business processes; and 5) Serving as subject-matter expert assisting Service programs in developing program specific business processes consistent with internal and system controls.

NOTE: There is no substitution of education for specialized experience at the GS-13 grade level.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.

iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Duty Station: The duty station for this position is within the continental United States. The salary will be based upon the geographic locality pay once selected. Please Note: If selected, you may be placed at a regional office, field office, current duty station, or other DOI-owned or leased worksite at the discretion of management.
