Duties

Help
  • You will manage caseload and other program responsibilities including meeting legal time requirements imposed by regulations and other job requirements.
  • You will make presentations, analyze complaints, write reports, and interface one-on-one with employees and applicants for employment, managers and supervisors.
  • You will utilize working knowledge of policies and practices including appeals and grievances, labor relations, position classification, recruitment and selection to know when to answer questions, resolve problems, etc.
  • You will conduct studies and surveys or develop questionnaires as needed to identify issues or barriers to equal employment opportunity when necessary for fact-finding and/or as requested.
  • You will perform other duties as assigned.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9/10) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include: (1) Providing comprehensive counseling to potential EEO complainants including information on the informal and formal discrimination complaints process; (2) Processing formal complaints in accordance with EEOC (Equal Employment Opportunity Commission); (3) Conducting fact finding inquiries to resolve disputes; (4) Providing advisory services to management and supervisors; (4) Providing advice and guidance to employees, union officials, and agency representatives; (6) Seeking resolution of complaints through Alternate Dispute Resolution (ADR) techniques including mediation; (7) Conducting studies and surveys or developing questionnaires to identify issues or barriers to equal employment opportunity as needed for assigned program; (8) Overseeing discrimination complaints tracking program; and (9) Preparing formal complaint correspondence and meeting activity specific reporting requirements in accordance agency requirements.

You have successfully completed a Ph.D. or equivalent doctoral degree.
Or
You have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
Or
You have successfully completed an LL.M. degree that is related to the position being filled.
Or
You have a combination of experience and education as described above that equates to one year of experience. Your percentage of the required education plus the percentage of the required experience equal one hundred percent. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of undergraduate education by 12. Add the two percentages. The total percentage must equal at 100 percent to qualify.)
