Help

Duties include, but are not limited to:

  • Exercise a high degree of judgment in analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment. A high degree of judgment must be exercised in establishing priorities and direction for the program for maximum results.
  • Assists the Office of Resolution Management (ORM), and the Administrative Judges with investigations and hearings. In collaboration with the Office of Resolution Management Field Office, the incumbent serves as the local liaison for all aspect of the facility's complaints processing program.
  • Serves as technical expert for processing the following Federally conducted external complaints in accordance with agency policy; these complaints are not processed by ORM.
  • Assist the EEO Manager to develop and manage an Alternative Dispute Resolution (ADR) Program, which is any procedure or combination of procedures voluntarily used to resolve issues in controversy without the need to resort to litigation.
  • Be accountable for providing a focal point for channeling and sharing conflict resolution and mediation policy, information, and best practices within the organization.
  • Works cooperatively with other VA organizational elements to help avoid duplication and unnecessary expenditures of time, money, and effort in early conflict resolution, mediation, and other ADR arenas.
  • Keep appropriate records of ADR required by the Department of Veterans Affairs and submits information as required for tracking and trending purposes,
  • Conduct EEO Training, including the Prevention of Sexual Harassment, for all managers, supervisors and employees.
  • Compiles and analyzes statistical data in order to evaluate progress of the EEO Program.
  • Conducts analyses of the workforce by race, sex, grade, occupational series, and policies and practices affecting employment.
  • Identifies programs goals that may conflict with existing policies or practices, actions, reassignments, job training, sexual harassment, and reprisal, based on factors of race, religion, color, national origin, sex, age, and disability.
  • Assist the EEO Manager with developing, implementing, coordinating, reviewing, monitoring, evaluating, and updating all plans associated with the EEO Program.
  • Ensures the activities of the Special Emphasis Program Managers and their respective committees are carried out in accordance with departmental and local policy.
  • Provide sound technical advice to management and employees or applicants regarding human resources management program requirements and issues.


Work Schedule: Monday through Friday, 7:30 am to 4:00 pm or 8:00 am to 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of principles, concepts, laws, and regulations of human resources management (HRM), and EEO principles, concepts, federal EEO laws, regulations and policies to include: 29 CFR, Part 1614, MD-110, MD 715, Title VI of the Civil Rights Act of 1964, Sect. 504 of the Rehabilitation Act of 1973, Age Discrimination Act of 1975, Title IX, Education Amendments of 1972, and VHA Policies, Directives, and Executive Orders, with a high level of consultative skill that is sufficient to serve as an expert and key advisor to top agency management officials on the integration of diversity and inclusion in the workplace, knowledge of working collaboratively to develop and implement recruitment and retention strategies focused on building a diverse, equitable and inclusive workforce and work environment, knowledge of program development and delivery methodologies and techniques to manage, identify, evaluate, recommend, and implement program strategies, knowledge of concepts, principles, and practices of program analysis, to analyze and evaluate previous, current, and projected operating programs for potential effectiveness in meeting their objectives, and skills in conflict resolution, team building, executive meeting facilitation, and group dynamics, ability to analyze problems and present both written and oral recommendations taking into full consideration a wide range of factors and requirements which affect the management of the healthcare delivery system. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (TRANSCRIPT REQUIRED) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a masters degree. (TRANSCRIPT REQUIRED)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Additional information

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
