Duties

Help
  • Serves as technical advisor; evaluates the entire work efforts of assigned EEO counselors in the performance of counseling informal claims/allegations of violations of EEO laws and regulations.
  • Assigns intakes and complaints received through ORMDI Assistance Line, email, voicemail, fax, and mail/correspondence.
  • Monitors counselor cases to provide suggestions/advice on resolving deficiencies.
  • Reviews the work of subordinate counselors for accuracy and compliance in accordance with EEOC requirements, and applicable governance.
  • Assists with creation and distribution of all related documents including Counselor Reports.
  • Provides technical feedback and guidance on all work assignments. This includes Counselor Reports, written correspondence, and other forms of communication.
  • Processes pre-complaints or informal complaints within the regulatory times frames.
  • Conducts interviews, gathers documents, facilitates resolution of issues in dispute, and drafts clear and concise Counselor Reports.
  • Coordinates compliant services that focus on identifying and solving system problems.
  • Identifies trends, trouble spots, and areas of high incident rate, then makes recommendations for corrective actions.
  • Counsels management on findings and implements corrective measures.
  • Subject Matter Expert (SME) for EEO Counseling, coaches and mentors other EEO Specialist within the district. Provides tips on time management, organization, and best practices for lower-graded EEO Specialists.
  • Conducts EEO training related to compliance with laws, regulations, policies, and procedures.
  • Develops and creates presentations on the EEO complaint process and related matters to explain and clarify the complaint system and related VA EEO complaint policies and programs.

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS12 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves :

(1) Providing guidance to EEO Specialists on caseload management; 2) Monitoring EEO tracking systems for accuracy; 3) Conducting EEO counseling on a wide array of allegations including complex complaints involving harassment, sexual harassment and reasonable accommodation; 4) Advising district leadership on EEO case statuses, and counselor performance concerns; 5) Conducting briefings and training sessions with VA organizational leaders within the districts area of responsibility.

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level.
