Duties

Help
  • Provides recommendations in the solution of accounting and operational problems.
  • Participates in comprehensive audits, evaluations, and special inquiries of the Department which includes domestic bureaus and overseas posts.
  • Applies the appropriate administrative laws, regulations, and policies dealing with a variety of management and program areas which requires limited access to and control over unclassified information.
  • Assists in coordinating information with relevant offices, domestically and overseas, and with external parties as required.
  • The incumbent of this position performs the same duties and responsibilities at the GS-07 level and the GS-09 level; hence assignments are less complex and do not require the depth of the knowledge of expertise which is envisioned at the GS-11 grade.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. 

All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS: A. Applicants must have a degree from an accredited college or university in auditing OR a degree in a related field such as business administration, finance, or public administration or accounting;

OR B. Combination of Education and Experience: Have at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge AND meet 1 or 2 below:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination.
  2. Completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours).

For the grade level GS-07:

IN ADDITION to the above basic qualification requirements, you must have at least 1 full year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience must be related to the work of the position and equivalent to at least the GS-05 level in the Federal service.

Qualifying experience must demonstrate the following:

  • Experience performing simple audit steps and tasks such as examining routine official documents, preparing simple summaries and schedules, and organizing work paper files.

OR IN ADDITION to the above basic qualification requirements, you must have a grade- point average of "B" (3.0 or higher on a 4.0 scale) for all completed undergraduate courses or those completed in the last two years of undergraduate study.

OR IN ADDITION to the above basic qualification requirements, you must have completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and have a grade-point average of "B+" (3.5 or higher on a 4.0 scale) for all courses in my major field of study, or those courses in my major completed in the last two years of my undergraduate study.

OR IN ADDITION to the above basic qualification requirements, based on your undergraduate study you must have ranked in the upper one-third of your undergraduate class in the college, university, or major subdivision.

OR IN ADDITION to the above basic qualification requirements, based on your undergraduate study you must be member of a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

OR IN ADDITION to the above basic qualification requirements, you must have completed 1 full year of graduate level education at an accredited college or university which demonstrates the knowledge, skills and abilities necessary to do the work of the position as described in this vacancy announcement.

OR IN ADDITION to the above basic qualification requirements, you must have a combination of graduate education and specialized experience that meets 100% of the qualification requirements for this position as described in this vacancy announcement.

For the grade level GS-09:

IN ADDITION to the above basic qualification requirements, you must have at least 1 full year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-07 level in the Federal service.

Qualifying specialized experience must demonstrate the following:

  • Experience performing audit steps and tasks of limited difficulty and complexity such as conducting evaluations, examinations, or other fact-finding studies; and
  • Experience preparing segments of draft audit reports using a practical application of auditing standards, procedures, and technology.

OR IN ADDITION to the above basic qualification requirements, you must have 2 full years of progressively higher level graduate education leading to master's degree or master's or equivalent graduate degree from an accredited college or university. This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled.

OR IN ADDITION to the above basic qualification requirements, you must have a combination of graduate level education and specialized experience as described on the vacancy announcement, which is equivalent to the work of the position and is equivalent to the GS- 07 level in the Federal service. This education and experience meets 100% of the qualification requirements for this position.

For the grade level GS-11:

IN ADDITION to the above basic qualification requirements, you must have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the
position.  This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service.

Qualifying specialized experience must demonstrate the following:  

  • Experience using a variety of audit procedures, statistical techniques, and data analyses to assemble and develop findings.
  • Experience reviewing an organization's official records as a part of an audit to ensure compliance and to identify effectiveness of management policies and procedures.
  • Experience participating in meetings or conferences to present findings and justify recommendations.

OR

IN ADDITION to the above basic qualification requirements, you must have 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.  This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled.

OR

IN ADDITION to the above basic qualification requirements, you must have a combination of graduate level education and specialized experience which is equivalent to the work of the position and equivalent to the GS-09 level in the Federal service.  This education and experience meets 100% of the qualification requirements for this position.

When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 9 graduate hours for a GS-07 equals 50% where 18 graduate hours constitute a full time year) must total at least 100%.

Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. Superior Academic Achievement (S.A.A.) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. You must possess a bachelor's degree from an accredited college or university AND meet one of the following provisions of the superior academic achievement:

  1. A grade-point average of "B" (3.0 or higher on a 4.0 scale) for all completed undergraduate courses or those completed in the last two years of undergraduate study.
  2. A grade-point average of "B+" (3.5 or higher on a 4.0 scale) for all courses in your major field of study, or those courses in your major completed in the last two years of your undergraduate study. Rank in the upper one-third of your class in the college, university, or major subdivision. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9.
