The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements.

This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

The Equal Employment Specialist serves as the principal advisor in the area of Equal Employment Opportunity (EEO), Affirmative Employment, the Civil Rights External Programs, Alternative Dispute Resolution (ADR), Reasonable Accommodation, and Diversity under the direction of the EEO Program Manager.

This developmental position is located at Clement J Zablocki VA Medical Center-a Level 1a Complexity VHA Facility, and is organizationally aligned under the Office of the Medical Center Director. The primary purpose of this position is to perform work that involves developing, administering, evaluation, or advising on the Federal Government's internal equal employment opportunity program at a VA facility. This position serves as the Equal Employment Manager with full responsibility for establishing, organizing, and directing an identifiable part of the Equal Employment Opportunity (EEO) program (Federal women's program, Hispanic Employment program, complaint adjudication program, etc) Informs and advises management officials and employees on basic EEO program requirements. Assists in managing the complaining program to include, intake, counseling, mediation, coordination and compliance.

Duties:
-Assists in managing harassment program and DBRS (disruptive behavior reporting system) communication
- Plans directs, coordinates, monitors, and evaluates the local Special Emphasis Employment Programs (Asian/Pacific Islander, Native American Program, Individuals with Disabilities Program, Federal Women's Program, etc).
- Analyzes workforce statistics, availability of skills in the civilian labor force, potential for upward mobility.
- Establish Special emphasis Employment Programs, goals, and objectives and identifies system wide problems.
- Monitors the Affirmative Action plan
- Provides advice and guidance to organizational employees for developing, implementing and monitoring and effective AAP and EEO program.
- Provides advice and assistance to supervisors in resolving problems and achieving program goals and objectives.
- Assists in managing the EEO complaints process and the Alternative Dispute Resolution (ADR)Program.
- Prepares complete, timely reports on per-complaint counseling activities, the status of the formal complaints, and the disposition of complaints closed for various levels of higher authority.
- Servers as a consultant to Medical Center treatment teams and committees concerning the care of the minority patients and to identity and address areas of special concern for the minority patients in the facility.
- Provides a channel through which patients can seek solutions to problems, concerns, and unmet needs. Works with health care providers and administrate support staff in preventing and resolving patient complaints.
- Maintains a working liaison with minority organizations, community groups and other involved in helping minority veterans and their families.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on education and/or experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the principles, concepts, legal requirements, and methodology of the Federal Equal Employment Opportunity (EEO) Program and skill in applying this knowledge to perform assignments independently for which there are precedent; practical knowledge and skill in interpreting, explaining and applying a body of laws, regulations and procedures; skill in applying conventional fact-finding, analytical and problem-solving methods; knowledge of the common policies, practices and operations of the Federal personnel system, the structure and functions of Federal agencies including the Veterans Administration, Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB) and Federal Labor Relations Authority (FLRA); knowledge and skill to analyze facts identify problems, report findings, make conclusions and recommendations of corrective action or other appropriate action; knowledge and skill to deal effectively with people in carious settings (meetings, committees, panels, mediations, etc.) and to identify and make recommendations for programs or solutions to problems. OR,
  • Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must possess a Masters or equivalent graduate degree, or successful completion of two (2) years of progressively higher-level graduate education leading to such a degree, or LL.B or J.D., if related and if such education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college or university, may be substituted to qualify for this grade 9, Equal Employment Specialist position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. TRANSCRIPTS REQUIRED OR,
  • Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Equal Employment Specialist position, which may be substituted to meet the experience requirements of the position. For example, 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-9) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-9) would qualify for a GS-9 position. TRANSCRIPTS REQUIRED.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The regular and recurring work typically involves sitting at a desk in an office environment, sitting in conferences and meetings and traveling in an automobile on occasional visits to worksites for fact finding or documentation gathering purposes.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
