This position will act as the Molecular Lab Network Coordinator of the national Early Detection and Rapid Response framework, and is part of the Headquarters Branch of Hatchery Operations and Applied Science under the Assistant Director (AD) for Fish and Aquatic Conservation (FAC), US Fish and Wildlife Service (Service). FAC program staff provide national leadership for the conservation of aquatic species and the habitats on which they depend by implementing programs like the National Fish Hatchery System, the National Fish Habitat Partnership, the Fish Passage Program, Aquatic Invasive Species, and the Aquatic Animal Drug Approval Partnership.

The Branch of Hatchery Operations and Applied Science consists of 72 propagation centers supported by 13 applied science centers including some of the most advanced genetics teams and facilities in the Service. Recently, the Branch has joined efforts with multiple federal partners, and FAC's Branch of Aquatic Invasive Species, to develop and implement a broad scale Early Detection and Rapid Response Framework to prevent the successful invasion of harmful, non-native species using advanced surveillance technology, including environmental DNA (eDNA).

The FAC mission is work with our partners and engage the public, using a science-based approach, to conserve, restore and enhance fish and other aquatic resources for the continuing benefit of the American people. This national position coordinates efforts of multiple FAC molecular labs (Auburn, Alabama; Anchorage, Alaska; Dexter, New Mexico), the Molecular Lab Network (MLN), to organize, prioritize, catalog and process environmental DNA samples to prevent the establishment of invasive species. Tissue samples will be taken by field staff and partners as part of a large surveillance effort and distributed to the MLN for processing.

Key duties for this position are:

  • Represent the MLN at meetings, and serve as a point of contact for the MLN with DOI Bureaus
  • Provide coordination and communication among MLN Labs (Surveillance and Implementation Science Support Labs) to ensure consistency in messaging with DOI partners, application of genetic methods, and communication of results.
  • Provide coordination among MLN labs and DOI Bureaus regarding annual sample planning and targets (species, watersheds, and sample numbers).
  • Lead development of annual reporting and regular progress updates.
  • Lead regular meetings with MLN labs to ensure communication of issues, needs, and methods.
  • Coordinate regular QAQC program and proficiency testing for the MLN labs, working with the individual MLN Surveillance Labs and Implementation Science Support Lab to implement.
  • Facilitate communication: field staff to field staff and field staff to lab staff
  • Coordinates public posting of data

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:Have a Bachelor's or higher degree in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Have a combination of education and experience that is equivalent to a major in a biological science. The quality of
the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.

Minimum Qualification [GS-12]:
Possess one year of specialized experience at or equivalent to the GS-11 in the Federal service. Experience MUST include: (1) Evaluating the design and utilization of environmental DNA as a monitoring and assessment tool; (2) Coordinating laboratory activities within a lab (e.g., developing standardized sampling and lab protocols, leading teams conducting molecular genetic processing and analyses, prioritizing workloads, etc.); (3) Developing, writing, and publishing technical or scientific papers in professional journals; and (4) Coordinating and liaising with private, tribal, public, and other government entities to identify, plan, design, and evaluate conservation programs. NOTE: Your resume
must contain sufficient information in these areas to be found qualified.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Location Negotiable: Location is negotiable and may consider the following: a field office, regional office, other interior agency office, or current duty station.
