Duties

Help

  • Coordinates the investigative process of Equal Employment Opportunity (EEO) complaints filed against the FDIC; reviews EEO Counselors reports, formal complaint documents, determines acceptance for investigation, and ensures that investigations are thorough, complete and addresses all claims sufficient enough to render a decision on the merits.
  • Reviews reports of investigation for thoroughness and completeness. Prepares completed reports of investigation for issuance to complainants and their representatives. Analyzes complaints of discrimination applying the appropriate theories of discrimination against the facts contained in the investigative file.
  • Prepares final agency decisions assessing the merits of the case, drawing conclusions, providing appropriate corrective action, if appropriate, and providing the appropriate appeal rights. Reviews discrimination complaints, conducts inquiries, determines resolution when corrective action is warranted, notifies aggrieved individual of final interview, and prepares informal resolution agreements consistent with Federal regulations of EEO and human resources.
  • Reviews the decisions of Administrative Judges and the complete complaints files, including the hearing records, recommends acceptance or appeal of the Administrative Judge's decision and prepares the agency's final order.
  • Provides technical assistance in writing manuals, directives, and other materials relative to equal opportunity.
  • Identifies ways to improve complaints processing and to prevent discrimination in the workplace.

The candidate selected will be offered a term appointment not-to-exceed 4 years, which may be extended to a maximum of four years based on workload requirements and organizational staffing authorizations.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service.  Specialized experience is defined as experience applying Equal Employment Opportunity (EEO) laws, regulations, policies and procedures related to non-discrimination, harassment and retaliation to perform and/or coordinate investigative, analytical, and advisory assignments to resolve EEO complaints.

You will be evaluated for this job based on how well you meet the qualifications above.

If you are found qualified, you will be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified. These category assignments are a measure of the degree in which your background and responses to the assessment questions match the competencies/knowledge, skills, and abilities (KSAs) listed below. Within these categories, candidates eligible for veterans’ preference will receive selection priority over non-veterans.

  1. Knowledge of the laws, regulations, statutes, policies and procedures related to non-discrimination in Federal employment.
  2. Skill interpreting and applying case law and regulations promulgated by the Equal Employment Opportunity Commission, including Title 29 Code of Federal Regulations Part 1614 and related directives, the Merit Systems Protection Board, the Federal Labor Relations Authority, and the Office of Personnel Management.
  3. Skill conducting and/or coordinating investigations of EEO complaints to develop a factual record, examine issues, draw conclusions, and make recommendations based on findings for supporting merit decisions.
  4. Knowledge of EEO regulations, statutes and case law to adjudicate discrimination complaints that can withstand scrutiny on review by the Equal Employment Opportunity Commission (EEOC), the Merit Systems Protection Board {MSPB) and Courts.
  5. Skill in written communication to respond to applicants for employment, employees, supervisors, management officials and complainant representatives on issues, findings and recommendations, provide data and compose complaint reports.
  6. Skill processing employment discrimination complaints in accordance with Title 29 CFR 1614.
