Duties

Help

An Equal Employment Specialist must possess the requisite skill sets, aptitudes or experience to fully carry out their routine duties which include:

Assisting with the development implementation and tracking of Civil Rights (CR) programs initiatives plans and strategies.

Performing processing, management and tracking of EEO complaints as assigned by program manager.

Coordinates with the CR program manager to plan, prioritize, and manage assigned projects including timely identification and resolution of problems.

Facilitating networking opportunities with internal and external stakeholders to foster beneficial partnerships to advance agency civil rights related programs and processes; ensure compliance with requirements; Achieve cooperation and collaborative agreement; and identify successful solutions to programmatic challenges.

Astutely apply working knowledge of federal Equal Employment Opportunity regulations, laws, mandates and requirements in completing assignments that may include producing written documents for a variety of stakeholders, briefing agency senior leaders, providing EEO-related training and or facilitating various interactive engagements/activities for internal and external stakeholders.

Producing high-quality quality communications (written and verbal) tailored to a specific audience, which address diverse opinions and input, present data, identify challenges and associated solutions.

Coordinating the planning, developing, implementing, and managing of agency-wide programs and activities, including development and implementation of associated policies and procedures.

Working with agency special emphasis committees and resource groups and helping to coordinate/oversee their individual and collective efforts.

Performing information/data collections, conducting assessments to include leveraging data and analytics to develop insights and drive decision-making; ability to translate data/analytics and create visual representations to develop insights and present information gathered from a variety of sources to inform SBCR and agency products, initiatives and activities.

Using various data analytics tools such as Excel, Power Bi, SharePoint, Power Point, and NRC standard programs (Microsoft 365), or other web-based survey platforms, and ability to use and learn other programs and systems as needed.

Fostering collaboration and communication among all SBCR program areas as well as with partner offices.

GG 13 (0260) Civil Rights Specialized Experience: Applicants must demonstrate at least one year of specialized experience at or equivalent to typical of work performed at the next lower grade level (GG-12) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Reviewing and analyzing discrimination complaint cases; preparing and drafting decision letters; recommending remedial actions; developing policies, procedures, interpretations and guidelines to implement and comply with governing laws and regulations; performing data analysis of civil rights programs and initiatives; coordinating alternative dispute resolution processes/practices; advising management officials on program requirements to include providing quality products, services, and direction on issues related to the administration and management of an EEO program including and the impact of organization policies, plans, practices and decisions on personnel.

GG 12 (0260) Civil Rights Specialist Experience: Applicants must demonstrate at least one year of specialized experience at or equivalent to typical of work performed at the next lower grade level (GG-11) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following

Reviewing discrimination complaint cases for accuracy; preparing and drafting decision letters; communicating policies, procedures, interpretations and guidelines to implement and comply with governing laws and regulations; supporting data analysis efforts of civil rights programs and initiatives; coordinating alternative dispute resolution processes/practices; providing quality products, services, and direction on issues related to the administration and management of an EEO program.

GG 11 (0260) Civil Rights Specialist Experience: Applicants must demonstrate at least one year of specialized experience at or equivalent to typical of work performed at the next lower grade level (GG-10) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 

Awareness and practical working knowledge of the process and requirements associated with handling discrimination complaint cases; drafting decision letters for review by senior specialist and/or program manager; awareness and applied knowledge of federal EEO policies and procedures, and guidelines; supporting data analysis efforts of civil rights programs and initiatives; awareness and applied knowledge of  alternative dispute resolution processes/practices; providing quality products, services, and direction on issues related to the administration and management of an EEO program.

Education

This job does not have an education qualification requirement.

Additional information

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period.  Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
