The incumbent provides leadership to the Team in planning, developing, promoting, managing, monitoring, and evaluating all aspects of the internal Federal EEO work for compliance with equal employment laws which prohibit discrimination based on race color, religion, sex, national origin, age, handicapping condition, or other bases specified by law. The incumbent serves as a Lead Equal Employment Specialist distributing and balancing the workload among employees, assuring timely accomplishment of the assigned work and delivery of quality products. To accomplish this, incumbent is responsible for ensuring that assignments, schedules, expected outcomes and time frames for completing work assignments are accurately communicated to team members and for ensuring that work products and services reflect and support the organization’s mission and strategic plan and that these are effectively communicated to team members.

Incumbent monitors the status and progress of work and makes day-to-day adjustments in accordance with established priorities, estimates and reports on expected time of completion of work, maintains records of work accomplishments and time expended, and prepares reports as requested. Maintains reference materials, project files and background documents; communicates policies procedures and instructions from the supervisor. Maintains a current knowledge and answers questions of other employees on procedures, policies, directives, etc. and obtains needed information or decision from the manager on problems that come up. Provides on the job training to new employees on the technical areas required to accomplish the work of the team, team building and teamwork in accordance with established procedures and practices. Coaches the team in applying problem-solving methods and techniques and advises the team on work methods. Also serves as a coach and facilitator in coordinating team initiatives and consensus building among team members. Approves leave for a few hours or for emergencies. Resolves simple or informal complaints of employees and refers others to supervisor. Provides the supervisor status reports on employee performance, progress, training needs and behavior problems. When requested provides information to the supervisor concerning promotions, reassignments, employee performance ratings and personnel resource requirements.

The incumbent leads in applying problem-solving methods and techniques and advises the team on work methods. Also, serves as a coach and facilitator in coordinating team initiatives and consensus building among team members. The incumbent approves leave for a few hours or for emergencies. Resolves simple or informal complaints of employees' and refers others to supervisor. Provides the supervisor status reports on employee performance, progress, training needs and behavior problems. When requested, provides information to the supervisor concerning promotions, reassignments, employee performance ratings and personnel resource requirements.

Key responsibilities include developing and overseeing policies, outreach efforts, special emphasis programs, compliance and oversight, affirmative employment programs, and operational reviews The incumbent's role is crucial in promoting equal opportunity, diversity, and inclusion, ensuring compliance with EEO guidelines, and fostering a supportive work environment. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I or FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

  • Experience writing and reviewing reports, leading committees, conducting Equal Employment Opportunity (EEO) training, and performing organizational assessments.
  • Experience performing fact-finding techniques, analyses, and evaluations of equal opportunity principles to identify and resolve problems.
