Qualifications

To be eligible, applicants must meet one the following requirements:

Completed all requirements for an associate, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years;
OR
Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met.

GS-05 General Experience: Have at least three (3) years of general experience, one (1) year of which was equivalent to GS-04 or equivalent grade level or pay band in the Federal service or equivalent experience in the private or public sector) performing the following duties: 1) Assists co-workers with operation of the Human Resources automated systems and applications under the guidance of a higher graded specialist; 2) Assists co-workers with providing advice and guidance to HR personnel users on HR automated systems; and 3) Enters, extracts, reviews, and summarizes information relative to the functions and processes of the automated human resource and support systems and receives and answers telephonic, automated and written inquiries concerning current or former employees, position records, training history, benefits information and related data, or information related to one or more aspects of basic HR operations. Note: Experience may have been gained in administrative, professional, technical, investigative, or other responsible work.
OR
Four (4)- academic years of post-high school education leading to a bachelor's degree or equivalent degree (Note: You must attach a copy of your transcript).
OR
Have an equivalent combination of successfully completed general experience, GS-04 grade level experience and post high school education described above that makes up 100% of the qualifications required for the position. (Note: You must attach a copy of your transcript)

Education

Education must have been successfully obtained from an accredited school, college or university. If any education was completed at a foreign institute, you must submit with your application evidence that the institute was appropriately accredited by an accrediting body recognized by the U.S. Department of Education as equivalent to U.S. education standards. There are private organizations that specialize in this evaluation and a fee is normally associated with this service. Education may be substituted for experience: GS-05 : Successfully completed 4-year course of study leading to a bachelor's degree. (Transcripts are required at the time of application)

Combination of Education and Experience may be substituted for experience in the following: GS-05: You may combine education and experience to meet the requirement. It must total at least 100 percent. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (Transcripts are required at the time of application).

Recent Graduate appointments are intended to last for 1 year. Recent Graduates who satisfactorily complete all the USDA Recent Graduates Program requirements may be non-competitively converted to a Term or Permanent appointment in the competitive service.

Conversion is not guaranteed. Recent Graduates converted to Term appointments may later be non-competitively converted to a Permanent competitive service position.
This position may require occasional travel.
This position is not included in a bargaining unit.
The full performance level (FPL) of the position to which converted may be up to GS-12.
This position may be eligible to telework up to four days per week, based upon the duties of the position.
This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
