Summary

As a Policy Analyst, you will function as the programmatic lead responsible for planning, coordinating, and carrying out all policy work related to the scope of the organization.

Location of position: General Services Administration, Office of Government-wide Policy. Duty location determined at time of selection.

  • Serves as the strategic advisor and recognized technical expert on policy and strategy for the program. Stays abreast of applicable statutes, internal/external policies, directives, and orders, as well as best practices and industry standards, and recommends options for optimal policies and processes.
  • Provides key input to policy development and/or implementation at the agency headquarters level or as a key advisor to top management.
  • Provides leadership, assistance and authoritative advice on interpretation of governing policy.
  • Interprets legal sources and develops definitive policy recommendations based on extensive analysis.  Findings and recommendations ensure that government-wide policy remains in conformance with ongoing governmental, Presidential and/or Congressional initiatives.
  • Provides critical analysis of pressing issues and required policy recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of the ongoing and/or new program issues.
  •  Serves as a website manager and is programmatically responsible and accountable for the proper functioning of organizational digital properties by collaborating with other teams to ensure compliance with organizational policy and Federal regulations, resulting in a successful customer experience. 
  • Reviews and/or prepares highly technical reports and/or papers on important and extremely complex matters which influence not only the immediate work group, but which have widespread impact in term of current and/or future programs.
  • Implements decisions made by higher level agency management officials, oftentimes facilitating the work of other agency employees to accomplish desired objectives.  Ensures that the decisions are reflected in legislative and policy proposals, in internal and external directives and subsequently, in organizational operating procedures.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-14 salary range starts at $122,198 per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is experience providing key input to policy development and implementation; coordinating and analyzing findings and making recommendations; providing leadership and technical advice on organizational policy; and applying quantitative and qualitative data to measure success of programs as a website manager.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered. 

  • Knowledge and skill sufficient to serve as a headquarters level analyst responsible for providing policy analysis.
  • Ability to exercise judgment in all phases of analysis to ensure policy issues and evidence are examined, develop feasible options or alternative proposals and anticipate policy consequences.
  • Ability to utilize subject matter knowledges, develop sources of information; identify and perform analyses of issues.
  • Knowledge of the executive/legislative decision-making process.
  • Ability to develop options and alternatives providing in-depth technical analyses.
  • Skill in effectively communicating highly complex technical material or highly complex issues that may have controversial findings, or both, using language appropriate to specialists facilitating the formulation of a decision.
  • Skill in effective oral and written communication techniques to explain, justify, or discuss a variety of public issues.
