Duties

Help

With this exciting opportunity, as the Deputy Chief Policy Officer for the Education and International Engagement, this role will allow you to display your exemplary qualities as a leader of change and innovation!

  • You'll supervise the Directors of the Attaché Program, the Global Intellectual Property Academy (GIPA), the Administrative Team, and the Planning, Performance Reporting, and Communications Branch.
  • You'll provide leadership, direction, and advice to the GIPA Director's management of GIPA's activities.
  • You'll oversee the management of the IP Attaché Program, including the selection, training, deployment and work of the IP Attachés.
  • You'll support the Marian Rogers Croak Visiting Scholars Program in intellectual property, innovation, economics, and related fields.
  • You'll represent OPIA in discussions on budget and procurement matters relating to future year initiatives and yearly operating plan.
  • You'll analyze budget, facilities, procurement, human capital management, information management and various other program activities related to GIPA's educational and training programs and conferences.
  • You'll develop tools and measurements to provide information to management on project status, timetables and achievement of objectives.
  • You'll establish Office of Policy and International Affairs administrative policies.

Qualifications

Experience must have been at a sufficiently high level of difficulty to clearly show that the candidate possesses the required professional/technical qualifications and executive core qualifications set forth below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The candidate must possess the following Professional Technical Qualifications
:

  1. Demonstrated knowledge of and experience with United States and international intellectual property legal systems and procedures.
  2. Demonstrated experience overseeing or managing international activities, including international intellectual property-related training programs.
  3. Ability to develop and implement organizational policies, plans, procedures and operating guidelines.
  4. Demonstrated experience with private, public sector and/or federal government managing teams and individual employees, and overseeing complex human resource matters such as financial and personnel management, budget, procurement, space and telecommunications information technology, employee development and training, etc.

EXECUTIVE CORE QUALIFICATIONS (ECQ): You must submit a narrative statement covering each of the ECQs listed below unless you: 1) are a current or former SES career appointee or 2) have successfully completed an SES Candidate Development Program approved by OPM and been certified by OPM.

Education

There is no education requirement for this position, however a preferred candidate would have a law degree from an accredited law school program and is a member of a bar in good standing in the United States or a Territory of the United States.

Additional information

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, applicants are expected to be mobile and once appointed SES members may be reassigned at the discretion of the appointing authority.
