Duties

Help

As an EQUAL EMPLOYMENT MANAGER at the GS-0260-14 some of your typical work assignments may include:

  • Assists in managing and directing the Civilian Affirmative Employment Programs (AEP) for Minorities, Women and the Disabled; the Special Emphasis Programs (SEPs); the Complaint Processing Program (CPP); and the Military Equal Opportunity Program (MEO).
  • Develops and implement strategies to fully integrate and sustain Diversity and Inclusion into DTRA's culture, mission, and way of doing business.
  • Designs, implements, and evaluates a global Diversity and Inclusion Program scorecard to monitor trends and conduct analysis for program effectiveness.
  • Responsible for communicating and coordinating programs and initiatives with the Diversity and Inclusion Council and Employee Resource Groups. Partner with the Human Resources Directorate to ensure diversity in hiring and policies/procedures are executed fairly and equitably for all employees.
  • Ensures Agency Diversity and Inclusion training and briefings are conducted based on fostering cultural awareness. Ensure assistance with annual Observances and assist with preparing the annual Federal Equal Opportunity Recruitment Program (FEORP) report.
  • Recommends to the EEO Director, goals, objectives, and strategies to resolve systemic problems in recruiting, hiring and promoting targeted groups. Research's and develops Diversity and Inclusion goals and objectives to resolve systematic issues.
  • Serves as the subject matter expert and the ability to lead groups in creating and managing appropriate metrics and measures, analyze, and report progress pertaining to organization development activities and diversity initiatives.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • Experience serving as an EEO Manager (EEO Deputy) assisting in managing and directing four major programs which affect civilian and military personnel: the Civilian Affirmative Employment Programs (AEP) for Minorities, Women and the Disabled; the Special Emphasis Programs (SEPs); the Complaint Processing Program (CPP); and the Military Equal Opportunity Program (MEO).
  • Experience in the development and implementation of EEO programs in a manner that is responsive to and consistent with applicable laws, executive orders, legal precedents and regulations/instructions promulgated by the Equal Employment Opportunity Commission (EEOC), the Office of Personnel Management (OPM), and the Department of Defense (DoD).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.




Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

IAW Management Directive 110, Chapter 2: MANDATORY EEO COUNSELOR TRAINING REQUIREMENTS, new EEO Counselors must complete a minimum of thirty-two (32) hours of EEO Counselor training prior to assuming counseling duties, and to all EEO Counselors are required to receive at least eight hours of continuing EEO counseling training every year to keep informed of developments in EEO practice, law, and guidance, as well as to enhance and develop counseling skills.

This position requires incumbent to be on-site, telework eligible.
