We are currently filling one vacancy, but additional vacancies may be filled as needed.

The Office of Strategic Communication (OSC) is GSA's singular resource for all internal and external communication needs. OSC uses communication to help GSA meet its mission and business goals. Duties of the position include:

  • Serves as senior subject matter expert and leads a staff in the design and layout of the agency's web presence that includes website management and maintenance of the sites.
  • Monitors and analyzes the technical aspects of digital communication issues and recommends changes or solutions to problems or redirection of effort as appropriate.
  • Conducts specialized studies and projects to advance GSA digital communications. 
  • Provides guidance, assistance, and overall direction to the Deputy Associate Administrator for Operations on the development of the organization's strategic direction and long-term goals related to OSC web presence and serves as a liaison to the Office of the Chief Information Officer (CIO) on information technology (IT) issues.
  • Serves as principle website manager ensuring the proper functioning of GSA digital properties, ensuring compliance with GSA policy and Federal regulations, resulting in a successful customer experience.
  • Plans and schedules the division’s work, making assignments to subordinates based on priorities, workload management, and consideration of difficulty and requirements of the work.
  • Reviews, accepts, amends, or rejects their work. Establishes annual performance goals and evaluates overall performance of subordinates.

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required

The GS-15 salary range starts at $163,964.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is defined as experience applying advanced leadership and management techniques to plan and direct the operational activities of a digital communications organization. Experience must include expertise in:

  • Content design;
  • Providing program governance;
  • Web policy and procedure development;
  • Usability and accessibility testing;
  • Analytics;
  • Overseeing and directing the strategic planning, design, technical implementation and evaluation of new website initiatives and projects;
  • Ensuring web content is consistent with an organization’s publication policies and communication strategy;
  • Applying budget and fiscal methods used in establishing and maintaining an organization;
  • Planning, directing, and evaluating the work of subordinate managers and employees;
  • Overseeing and directing the development of functional requirements of products, platforms, emerging technologies and/or services associated with the content and operation of websites; and
  • Collaborating with senior officials across the organization.

1. Expert skills in applying qualitative and/or quantitative methods for assessing and improving program effectiveness. 

2. Ability to conceive, initiate and monitor policies, programs and projects dealing with the most challenging problems in the area of digital communications and of national significance to the agency.  

3. Expert skill in digital service design, development and delivery; website and content management system functionality.
3a. Skill in leveraging various technologies to deliver a rewarding customer experience.
3b. Skill using website content management systems, skills, and languages (including HTML, CSS, and JavaScript) and their interrelationships.  

4. Ability to lead and/or supervise.
