Duties

Help
  • Responsible for various EEO related programs and dealing with complex and systemic equal employment problems requiring deep involvement in technical personnel and management issues.
  • Provide consulting services and assistance to managers and supervisors of highly technical and professional organizations.
  • Administer the informal and formal complaints process.
  • Administer the affirmative employment program.
  • Provide consulting services to managers within serviced population in identifying barriers to equal employment and provides assistance in carrying out projected EEO objectives.
  • Represent HQDA in dealing with public, private, governmental groups, or individuals concerned with improvement of equal employment opportunities.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time or less.

In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-09 Specialized Experience: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes 1) Participate in staff visits to serviced activities, inspections, and or surveys regarding compliance with EEO complaints, affirmative action, and special emphasis program requirements. 2) Assist in conducting specialized briefing, orientation and training for managers, supervisors, and employees on EEO program. 3) Process formal and informal EEO complaints, charges of reprisal and other EEO related matters.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

GS-11 Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes 1) Contribute to the development, modification, and or implementation of EEO Affirmative Action Program Plans (AAPP), special emphasis programs and supporting directives. 2) Participate in the formulation of specifications for the collection, organization, and or retrieval of EEO data from personnel management and EEO automated data processing (ADP) systems. 3) Process formal and informal EEO complaints, charges of reprisal and other EEO related matters.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).


GS-12 Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes 1) Administer the affirmative employment program by using established policies and guidelines, such as the EEOC MD-715; 2) Provide consultation to managers, the public, and or private/government agencies on Equal Employment Opportunity and Affirmative Employment legislation, policies, and guidelines. 3) Administer informal complaints process by resolving EEO disputes through counseling and in accordance with EEOC MD-110; 4) Utilize the Alternative Dispute Resolution (ADR), and or other mediation techniques to assist with employee grievances.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)

Education

To compute the percentage of the requirements, divide your total months of experience by 12. GS-11: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Equal Opportunity Law.
