Summary

As a Community Planner, you will serve as the lead regional technical expert regarding the planning, repair, alteration, maintenance, and development of GSA properties in ways that support GSA’s community planning and landscape design responsibilities.


Location of position: Public Building Service, Design & Construction Division.

This position may be filled in Chicago, IL; Detroit, MI; or Cleveland OH.

Duties

Help

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

  • Establishes partnerships with local customers and community organizations to address mutual neighborhood concerns.
  • Collaborates with civic advocate organizations on land use and planning issues.
  • Assists design and other professionals in the analysis of design and planning risks, opportunities, alternatives analysis, and planning responsibilities.
  • Provides technical expertise and advice to the Regional Chief Architect and business lines as the regional authority for emerging issues, trends, and planning technologies in landscape architecture.  This includes subjects such as building security through landscaping, development of streetscapes, plazas, site furnishings and maintenance, Public Art installations and maintenance, building identification, wayfinding signage, and exterior lighting.
  • Serves on multi-discipline teams responsible for the execution of design standards, technology, technical policies, criteria, and research. 
  • Participates in the Integrated Design Review (IDR) process for capital projects, providing expertise on urban design, landscape, and planning elements.
  • Reviews and helps develop community engagement plans for capital projects to assure that GSA proceeds with projects in concert with local governments' comprehensive plans and policies, master plans, public facilities plans, transportation plans, and other local initiatives related to land use and transportation. 
  • Informs the development of project programs as they relate to matters of soils and vegetation, ecological infrastructure, site and security, and site preservation and design evolution. This includes the review of performance analytics and site commissioning studies, geotechnical surveys, water features, exterior lighting, exterior furniture, signage, wayfinding, and accessibility. It also includes review of project compliance with the P-100 which establishes design standards and criteria for new buildings, site improvements, infrastructural projects, major and minor alterations, and work in historic structures for the PBS.

  • May be required to participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-13 salary range starts at $108,003 per year and varies by location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

All candidates for Community Planner positions must meet one of the following Basic qualification requirements:

Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner;

OR

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
 

In addition to the basic qualification requirements, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience advising leadership and community partners with technical expertise, risk analysis, design assistance, and overall guidance on urban and regional planning. Such experience must include one or more of the following:

  1. Performing the full range of urban planning, site design and development, and project management functions.
  2. Capital improvements planning, land use, landscape development and site maintenance.
  3. Developing sustainable master plans, participating in the acquisition or disposition of sites/buildings/easements, transportation planning, and monitoring National Environmental Policy Act (NEPA)/National Historic Preservation Act (NHPA)/ Architectural Barriers Act (ABA) compliance.
  4. Providing guidance for the review of project plans, local government and federal comprehensive plans and policies, federal security requirements, public facilities plans, zoning, and other initiatives related to land use and development objectives.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Expert knowledge of program initiatives, related laws, regulations, methodologies, and policies to provide sound technical guidance on all issues related to Urban Development and Community Planning programs.
  • Skill and diplomacy in oral communications to explain, defend, and promote sound urban planning and design positions and negotiate with all involved parties on related design, construction, renovation, and leasing issues.
  • Mastery of community planning and public engagement principles, theories, concepts, methods, and techniques for major GSA capital and leasing projects, including expert knowledge of planning practice and policy to serve as a technical expert.
  • Ability to assess, evaluate and incorporate the latest developments in site and landscape design and construction of federal government buildings, facilities, and leased space and assist in formulating policy requirements, decisions, or program objectives used with the Federal Government.
  • Working knowledge of the architectural and infrastructure needs of a wide variety of federal agencies/government programs and related engineering disciplines such as civil, electrical, and mechanical.
  • Professional knowledge and a high degree of expertise in the field of landscape architecture in terms of landscaping models, environmental impacts of land development and solving erosion problems and the development of integrating security barriers into the master plans for buildings and public plazas.
  • Ability to identify, evaluate, and direct creative approaches to planning and design in Federal building inventory.
