The incumbent will serve as the Deputy Director for Programs, providing high-level advice and recommendations to the ATJ Director regarding access to justice programs, as well as the general operation, functioning, strategic planning, staffing, and budgeting for the Office. The incumbent will be responsible for planning, coordinating, and overseeing the execution of ATJ programmatic initiatives, including but not limited to the Legal Aid Interagency Roundtable, the Language Access Program, international work in compliance with executive order mandates to lead implementation of UN Sustainable Development Goal 16, the Access DOJ Program, and the Federal Government Pro Bono Program. The duties and responsibilities for a 0301 Deputy Director for Programs (SES) Detail Opportunity (NTE 120 days) (Reimbursable) generally include, but are not limited to, the following:
Oversees design, development, continuous improvement, and implementation of all ATJ programmatic work. Ensures priorities and mandates are executed in a high-quality manner by ATJ staff and that deadlines for deliverables are met in a timely fashion. Reviews all work product by ATJ program staff. Determines strategies for achieving ATJ program objectives and analyzes problems requiring the development of creative and pioneering solutions.
Supervises the work of employees within the ATJ Office of Programs. Requires the accomplishment of work by these employees through combined technical and administrative direction.
Assesses policy and project feasibility, determines goals, and sets control standards to manage the overall effectiveness of each workstream.
Provides high-level counsel, advice, and recommendations to the Director regarding access to justice programs, as well as the general operation, functioning, strategic planning, staffing and budgeting for the Office.
Monitors work status through formal and informal means to evaluate progress toward objectives and goals; assesses overall effectiveness, efficiency, and productivity of the Office of Programs and the organization at large; identifies problem areas related to implementation and goal achievement and makes decisions on alternative courses of action.
Reviews staff-level work to promote the organization's mission; considers social, economic, technical, and administrative factors with potential impact on the recommended policies; and approves policies, projects, and priorities.
Serves as a member of the leadership team for the Office for Access to Justice, attending regular meetings and assisting with the development of office-wide policies, reports on component activities, and budget materials.
Works closely with the Deputy Director for Policy to ensure collaboration, efficiency, and consistency across ATJ programmatic and policy initiatives.
The Deputy consults with and advises the Director, the Attorney General (AG), the Deputy Attorney General (DAG), the Associate Attorney General (Associate) on controversial, sensitive, or high-priority matters. Represents the Director with Members of Congress, the White House, senior officials of other departments or agencies, and leaders in the community.

This would be a 120-day detail, with the possibility of extension.
Remote work may be approved for applicants outside the Washington, DC commuting area; candidates located within the Washington DC locality area will be required to report to the worksite but may telework in accordance with agency policy.
This is a reimbursable detail assignment open to current federal employees at the GS15 or SES/SL level. The position will be filled at the employee’s current pay grade.
Qualifications
Qualification Requirements:
Demonstrated experience and knowledge in program development, management, design, and execution with demonstrated knowledge and experience in at least one of the following programmatic focus areas: access to justice policies or programs; interagency collaboration; international affairs and foreign policy; language access; stakeholder outreach and engagement; legal system innovation; pro bono practice; or customer experience and human-centered design.
Demonstrated experience supervising diverse individuals and leading a team.
Demonstrated experience and knowledge in developing, managing, and directing new or innovative access to justice policies, programs, and initiatives across a large and diverse organization.
Demonstrated ability to communicate concisely and effectively in advising and making recommendations to leaders and senior officials on sensitive and complex access to justice matters.
Demonstrated knowledge and experience with access to justice issues, policy, initiatives, or programs.
The applicant must have strong organizational and interpersonal skills.
