Duties

Help
  • You will determine EEO problem areas and barriers through analysis of management practices, organizational structures, employment practices, and lines of progression.
  • You will develop policies and procedures for the EEO program to include Special Emphasis Programs (SEP), EEO counseling, complaints administration, and training.
  • You will develop recommendations for alternative dispute resolutions as directed by Federal guidelines.
  • You will evaluate Management practices and identify actions that tend to cause allegations of discrimination and recommend corrective actions.
  • You will establish and maintain a viable Alternative Dispute Resolution (ADR) Program.

Qualifications

FOR GS-0260-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in theFederal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising leadership on equal opportunity issues concerning policy and case background on discrimination complaints; 2) Making recommendations based on analysis of workforce characteristics and organizational structure; 3) Helping others with processing informal and formal EEO complaints; 4) Conducting counseling, investigations, and adjudications for EEO complaint cases; 5) Utilizing automated systems to input data related to EEO complaints; and 6) Assisting with creating correspondence and related case documents according to procedures.

OR: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such degree or LL.M., if related.

OR: Have a combination of experience as described above and education as described above, when combined, is equivalent to 100% of the qualification requirement.

FOR GS-0260-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Executing and evaluating Equal Employment Opportunity (EEO) programs; 2) Providing advice and guidance in the application of EEO program requirements as directed by regulations; 3) Performing counseling duties, employing alternative dispute resolution or similar techniques, and/or making recommendations to management on difficult problems; 4) Processing informal and formal EEO complaints; 5) Updating necessary systems (i.e. iComplaints, FEDSEP, NEAT, IRCMS, etc.) with required data for assigned caseload; and 6) Preparing correspondence and related case documents using grammatical accuracy and/or according to procedures
