This role is the ideal next career step for you if:

  • You're a strategic thinker who manages and coordinates the collective efforts of a multi-disciplined staff of employees participating in planning, directing, integrating, and executing aspects of assigned programs and for achieving program cost, schedule, performance, and/or system supportability requirements, all of which is in support of the critical and complex patent application process.
  • You're an effective communicator and enjoy developing goals and objectives that integrate the Office of Patent Application Processing (OPAP) and patent management objectives. Establishes, revises, or reviews policies, procedures, mission objectives and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promotion team building, implement quality improvements, or in response to conners with regulatory compliance and/or customer requirements.
  • You're detail oriented and proficient in reengineers Patents business processes using state-of-the-art management theories and systems. Introduces private sector management theories and concepts to the USPTO. Develops new solutions to systems/document management issues posed by automation of work processes. Assesses skill levels of staff and leads efforts to train them on the implementation of new systems and approaches. Establishes quality standards for new systems and technologies. Collaborates and plans with other Patent managers and the technology centers to negotiate, decide one, coordinate, and/or integrate program operations and interests. Ensures that management, systems comply with US patent law and international patent treaty requirements/obligations. Carries out special projects/assignments for the Commissioner of Patent and other management officials within USPTO.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14.

Specialized experience for this position includes: Organizational management and operations advising, analyzing, recommending and coordinating resolution of broad and difficult operational, administrative, policy, and technical issues; managing and directing the work of employees engaged in projects and initiatives to assist with delivery of services and programs; formulating and recommending operational efficiencies to meet agency goals and objectives; making recommendations and providing advisory services to senior officials on issues pertaining to critical policy, operational, and management initiatives; and developing creative alternatives and solutions to address administrative and management concerns.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at this grade level.

This is a Non-Bargaining Unit position.

This is a Public Trust position and has a risk level designation of "Sensitive."

Supervisory Probationary Period- If selected, you may be required to complete an initial one-year supervisory probationary period.

Relocation Expenses are not authorized and will not be paid.

CTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.
