Summary

This position is in the U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Human Resources Division (HRD). The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will identify gaps in training in payroll/personnel actions and develop policy, standard operating procedures and new training for payroll/personnel processing staff on internal procedures and systems.

Help
  • Collaborates with quality assurance and accountability staff in the identification of gaps in knowledge, policy or procedures that contribute to errors or reduced timeliness of payroll/personnel actions processing.
  • Determines areas needing updated/new policy, procedures, or training for the HR Information Specialists (HRIS), Processing Leads, and Processing HR Assistants throughout the Agency.
  • Develops policy documents, standard operating procedures and new training to address identified areas.
  • Writes and/or reviews standard operating procedures that address the latest developments and that close any gaps identified in previous versions.
  • Leads or participates with instructional specialists in developing new training offerings where existing or commercially available offerings do not address needs.
  • Serves as a resource to answer questions on procedures and policy dealing with payroll processing. Troubleshoots and researches complex processing and pay problems when elevated.

Qualifications

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled

GS-09:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience utilizing HR systems to process personnel and payroll actions; developing various reports from data sources to obtain information; and conducting analysis on procedures related to processing personnel actions.
OR
Education:
Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Related degrees may include Human Resource Management, Administration Management, Workforce Development, or Organizational Management.
OR
A combination of graduate education and experience.

GS-11:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing training in payroll to HR staff; updating policy, procedures, or training for the human resource staff throughout the agency and analyzing existing policy and training curriculum to assure the content meets the needs of the Agency.
OR
Education:
Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Related degrees may include Human Resource Management, Administration Management, Workforce Development, or Organizational Management.
OR
A combination of education and experience as described above.

GS-12:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience conducting focus groups to address policies and procedures on payroll; developing standard operating procedures to address training and recommending training solutions to address recurring or systemic problems in the processing flow.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
