Duties

Help

The duties described below are similar to those of the full performance level but will be performed under closer than normal supervision. As the employee progresses, the assignments will become more difficult and complex in preparation to successfully perform the duties at the full performance level.

As a Program Analyst, you will perform the following duties which are not all-inclusive:

  • Conducts presentations on behalf of the RA and DOL events and meetings (conferences, conventions, seminars, and inter-agency meetings and webinars).
  • Conducts public speaking. Presents recommendations and conducts negotiations with persuading public and private stakeholders such as businesses, nonprofit organizations, and Federal, state, and local government officials of the need and desirability of changes in programs, policies, procedures, and attitudes.
  • Drafts talking points, PowerPoint presentations for RA and other leadership.
  • Assists in developing decision memos, performance work statements, statement of objectives, and other related documents.
  • Prepares reports on activities and trends relating to WB program areas in support of Departmental goals.
  • Develops plans for stakeholders' outreach and engagement. Build strong strategic relationships with community-based organizations. Works with local, state, and Federal agencies to plan and/or promote events such as conferences, seminars, listening sessions, and workshops that focus on women's employment issues.
  • Assists the RA with the development of WB stakeholder engagements and other activities as determined by the Agency Management Plan (AMP).
  • Research and evaluates the content of new or modified federal, state, and local legislation and potential impact on working women.
  • Assists in planning and organizing events that promote WB program initiatives, including the preliminary research for outreach and fact-finding. Works with local, state, and Federal agencies to plan or promote events such as conferences, seminars, listening sessions, and workshops that focus on women's employment issues.
  • Plans and coordinates project initiatives, which involve the development, implementation, and assessment of programs to improve the status of working women.
  • Deals with and responds to controversial issues and events and provides advice and guidance on activities and issues pertaining to women's employment and DOL programs.

Qualifications

To qualify, applicants must have (demonstrated in the resume) one year of specialized experience equivalent to at least the GS-11 grade level, in the Federal service, performing at least 3 of the following duties:

  • Developing speeches, talking points, presentations and reports on projects pertaining to issues of concern to working women; and presenting to large audiences at different professional levels; including upper management.
  • Building and maintaining strong, mutual relationships and keeping open lines of communication with key stakeholders that serve the interest and address the employment needs of women.
  • Providing support in planning and coordinating events, meetings, and workshops in collaboration with stakeholders, that promote an agency's program initiatives and future projects.
  • Conducting research to determine issue areas and important trending developments that affect women.

Education

This position has no education requirement and there is no substitution of education for specialized experience at this grade level. Applicants must possess the required specialized experience.
