Serving as a Instructional Systems Specialist GS-1750-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the within the eLearning and Training Analytics (ETA) Division under the Training Management Operations Directorate (TMO) and located in Glynco, Georgia.

The primary purpose of this position is to serve as a senior-level designer/developer/consultant and leader directly supporting analysis, design, development, implementation, and evaluation training initiatives.

Typical duties include:

  • Analyzing training needs, developing, delivering, and consulting on the curriculum for instructor-led training, online and hybrid training programs and evaluating the impact of training on job success and mission achievement.
  • Serving as liaison and interface to internal and external stakeholders, subject matter experts (SME), Participating Organizations (PO) and the world-wide community of authorized law enforcement/homeland security professionals.
  • Serving as the lead coordinator for an SME team, members of eLearning and blended-learning project teams, and evaluation, analysis, and research experts to develop learning goals and objectives for training programs.
  • Serving as a lead in the project oversight of training development, re-development, design and re-design, evaluation and analysis of training

  • You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Overseeing the development, production, and maintenance of new eLearning products; 2) Developing and/or revising training courses in all formats (i.e. traditional classroom based, self-paced e-learning, virtual-live training, etc.); 3) Analyzing training data to identify areas for improvement and recommend solutions; 4) Coordinating with subject matter experts to ensure training and instructional materials meet course goals and objectives.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Education

Positions with Positive Education: In addition to the qualifications listed above, you must possess the following level of education by the closing date of this announcement:
Applicants must possess a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. My course work included study in at least four of the five following areas:
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

There are a range of physical demands depending on the course demands. The work requires walking, standing, bending, or sitting that may be tiring or uncomfortable. There is the need to carry equipment and packages or containers. Travel to field locations to coordinate training activities may be involved.

The normal workplace is a classroom or office although some outside settings may be used. Appropriate safety practices will be utilized at all times. Safety gear will be used if needed. Position may be required to drive a government-owned or government-leased vehicle to perform duties at locations on and off-site.

The first assessment will consist of skilled-based questions designed to evaluate the degree to which you possess the skills needed to perform the duties of the positions being filled. These questions are scored, and you must score at least 85 out of 100 points in order to be evaluated in the second assessment.

The second assessment will be a Writing Sample. Applicants who score a minimum of 85 on the assessment questionnaire will be evaluated to further assess an applicant's technical proficiency as it relates to the position.   1.
