This position is part of the Office of State and Community Energy Programs, Department of Energy. As a Whole Homes and Appliance Rebates Project Speciaist, you will:

  1. Negotiate and oversees project plans, budgets and schedules with applicants and awardees to establish baselines and manage awards.
  2. Manage all aspects of the of the project's finances. Oversees award funding and tracks financial obligations and expenses throughout the planning, execution, and close-out of awards.
  3. Work with stakeholders and key leadership in various Federal agencies, State and local governments, non-profits, community organizations, special interest groups, and environmentalists.
  4. Provide technical and project management expertise and assistance to the contracting officer (CO) and program officials.
  5. Directs the management of large numbers and types of grants or cooperative agreements supporting all
    aspects of clean energy projects.

Qualifications

GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

1. Assist in developing project plans, budgets and scheduling between applicants and awardees by establishing baselines for awards; And
2. Maintain project finances with assistance from senior project officers and awards funding by tracking financial obligations of close-out awards; And
3. Provide point of contact services with stakeholder to ensure project issues and statues met.; And 4. Assist with the monitoring of financial assistance (FA) award preparations, statements of work and grants determinations and provide information to senior project officers regarding any necessary modifications.

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

1. Negotiate all project plans, budgets and scheduling between applicants and awardees by establishing baselines for awards; And
2. Perform budget planning which includes evaluation criteria measurements to assess projects; And
3. Primary point of contact for stakeholders and awardees on behalf of the agency.
4. Accountable for the monitoring of financial assistance (FA) award preparations, statements of work and grants determinations and provide information to senior project officers regarding any necessary modifications.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct-Hire Authority (DHA) for Whole Homes and Appliance Rebates Project Specialist positions in the 1101 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants do not apply under the DHA process.

Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
