Summary

The Equal Employment Manager will serve as the Special Emphasis Program Supervisor for the Office of Diversity and Inclusion (D&I), overseeing seven national special emphasis programs (SEPs) or employee resource groups (ERGs) including Black/African American, Hispanic, Asian/Pacific Islander, American Indian/Alaskan Native, Persons with Disabilities, Women, and LGBTQ+. Responsible for leading, planning and executing policy/operational aspects of the D&I programs within VHA.

Major duties include but are not limited to:

  • Interfacing on matters of programs and policies that attract, recruit, develop and retain an agile, high performing, high reliability, high quality and diverse workforce and institutionalizes D&I throughout the VHA.
  • Promoting partnerships, customer service innovations, cooperation, and the image of VHA to increase visibility of VHA as a world class employer.
  • Attending meetings and conducting on-site visits when deemed necessary.
  • Participates in VHA strategic planning, assuring the use and pursuit of progressive and imaginative recruitment programs to meet mission and needs of the D&I, SEP.
  • Providing technical advice and assistance to VHA supervisors, managers, employees with respect to the developments, interpretation and implementation of policies, regulations and procedures for Special Emphasis Program initiatives.
  • Monitoring and evaluating D&I within VHA to ensure an organizational culture that values D&I.
  • Ensuring VHA's strategic plan, mission vision and values are defined and integrated into the D&I strategic goals, objectives, work plans, work products and services.
  • Driving efforts to improve awareness of a variety of cultural, generational, ethnic, and other differences, related to issues of employee engagement, equal opportunity, conflict resolution, and other workforce issues, and providing support to meet the increasing related workforce management challenges.
  • Developing strategic objectives for D&I programs, services, and initiatives designed to enhance the recruitment and successful retention of employees from diverse and under-represented population groups.
  • Analyzing the work force and organizational components to identify occupations, organizations, lines of progression (career ladders), and/or geographical locations in which persons with diversity characteristics are underrepresented in comparison to their availability in the labor market.
  • Providing corporate cultural direction/data on practices and systems related to attracting, retaining and promoting a diverse workforce.
  • Assisting in the development of recruitment and marketing materials to promote employment opportunities to attract top talent.
  • Developing, advocating and delivering D&I training and awareness goals, initiatives, and opportunities to senior leaders and employees agency-wide.
  • Establishing and maintaining relationships with educational institutions and corporate communities of interest to stay abreast of cutting-edge diversity strategies.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Working knowledge of federal sector EEO and/or diversity and inclusion programs, laws, directives, principles and processes.
    • Experience managing one or more federal sector EEO and/or DEI programs/teams.
    • Ability to advance diversity, equity, and inclusion through the use of innovation, proactive strategies and collaboration.
    • Strong communication skills in preparing content that is culturally sensitive, inclusive and respectful of diverse audiences.
    • Proficiency in various communication and digital platforms, such as SharePoint, MS Teams, training presentations and content management systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is predominantly sedentary. No special physical demands are required. Some walking is required when conducting briefings and attending meetings or seminars.
