Duties

Help
  • Participates in performing specific grade building tasks associated with special projects and assignments related to the development of long range plans, policies and programs in support of the Department's transportation program.
  • Performs limited research into such matters as impact of existing laws; new transportation techniques; methods of packing, storage and transporting of objects; efficiency of travel/transportation programs.
  • Administers all requirements associated with the Division's Automated Work Order Rating database to ensure that updates to contract and tender rates are timely and accurate.
  • Drafts and coordinates a variety of correspondence including but not limited to, instructions, procedures, directives, regulations (i.e., Foreign Affairs Manual) and reports pertaining to transportation and travel functional matters.
  • Maintains contacts within the Department of State for the purpose of providing technical guidance and assistance on conventional traffic management issues, rate solicitation, confirmation and/or evaluation.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. 

Applicants applying for the GS-09 grade level MUST meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-07 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Examples of qualifying specialized experience include:

  • Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is availability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization’s personnel, freight and/or other commodities.
  • Making presentations on traffic matters before Federal, State, or local regulatory bodies.
  • Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services, and charges thereof, and classification of commodities. Enhance business practices through improved cost effectiveness and quality of services within the Department using web-based technologies and integrated workflow systems.
  • Providing advisory services involving commodity analysis from the transportation standpoint.
  • Participates in projects related to the development of long-range plans, policies and programs in support of the Department’s transportation program. Administers all requirements associated with the Department’s Automated Work Order rating database to ensure that updates to contract and tender rates are timely and accurate.
  • Conducts research and analysis on transportation program matters. Prepares reports, proposals for program changes and/or recommends other technical/administrative to be taken based upon findings.
  • Analyze and interpret technical transportation requirements and guidelines.

OR

B. Have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D. (if related), from an accredited college or university with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to this position;

OR

C. Have a combination of graduate level education AND specialized experience (as described above), which is equivalent to the GS- 07 level in the Federal Service. This experience and education together meet 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

  • Ability to analyze, assess and improve program effectiveness.
