Summary

This position is located in the Bureau of Population, Refugees and Migration, Office of Admissions, Private Sponsorship Team. The Private Sponsorship Team manages the Welcome Corps, a program under the U.S. Refugees Admissions Program (USRAP) through which Americans can privately sponsor refugees for U.S. resettlement. The incumbent will develop policies and procedures for overseas case processing of privately sponsored refugees worldwide and oversee the Welcome Corps on Campus.

Duties

Help
  • Leads efforts to research, analyze, develop, and recommend, policy, program, and operational improvements to meet short- and long-term U.S. foreign policy and humanitarian objectives.
  • Monitors and analyzes political and/or conflict situations around the world, identifying potentially violent or disruptive barriers which may have an impact on PRM programs or policies.
  • Conducts and/or leads studies and/or initiatives to improve program(s) and/or influence policy changes for programs that typically involve long-range, highly complex, and extensive changes in requirements.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience utilizing qualitative and/or quantitative methods to analyze, assess, and improve program effectiveness.
  • Experience reviewing humanitarian assistance policies and programs to assess operational impact.
  • Experience drafting memos and other written products for organizational leadership.

There is no substitute of education for specialized experience for the GS-13 position.

Your qualifications will be evaluated on the following competencies:

  • Knowledge of established humanitarian programs.
  • Knowledge of international organizations resettlement and refugee issues
  • Ability to perform management and program analysis.
  • Ability to prioritize, plan, and organize your work.
  • Skill in the application of qualitative and/or quantitative methods. 
  • Ability to monitor and report on refugee resettlement cases.
  • Ability to establish and maintain liaison with officials throughout the foreign affairs. 
  • Knowledge of refugee protection and assistance policies.
