Duties

Help

Serves as the Financial Technician in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to plan and implement work for a variety of financial services including: examination, audit, and verification of PCS and travel related documents; reviewing and auditing payroll changes in the Defense Civilian Payroll System (DCPS); reviewing and recording commitment and obligation data; and maintaining fund control records in the Defense Agencies Initiative.

Position responsibilities include:

  • Provides financial assistance pertaining to payroll to serviced customers and new employees.
  • Ensures current leave regulations, policies, and reporting procedures are being followed in operating elements.
  • Receives, analyzes and assigns to divisions as appropriate, trouble calls received pertaining to, but not limited to, financial personnel and systems.
  • Provides technical advice and guidance to time keepers and employees relating to correct posting procedures and application of leave regulations. Analyzes documents validity and accuracy of classification and accounting data.

To qualify for this position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-06 grade level or equivalent to at least GS-06 under other Federal service pay systems, private sector, or military.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Examples of qualifying specialized experience:

  • Knowledge of automated accounting and budget systems to reconcile errors that require an understanding of nonstandard procedures or to provide assistance in the development of automated procedures for clerical operations.
  • Reviews and audits reports, listings and payroll changes for errors.
  • Determines that all transactions are properly processed and expenditures do not exceed pre-established control totals.

  • This position requires access to one or more ADP IT Level II systems with access to confidential information such as social security numbers; therefore the incumbent must be able to obtain and maintain security clearance eligibility based on appropriate background investigation.
  • This is a Financial Management Level 1 Certified position UP of the National Defense Authorization Act (NOAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualified- Candidates who meet the minimum qualifications and are proficient in some but not all of the position's requirements.

Candidates in the best qualified category are referred to hiring managers before candidates in other categories. Within the best qualified category, candidates are referred in the following order: adjudicated veterans' preference candidates with 10-point preference, adjudicated veterans' preference candidates with other than 10-point preference, military spouse preference candidates, and candidates with no preference.

HR refers qualified and appointable applicants to the hiring manager for selection consideration. Selections are subject to restrictions of the DoD referral system for displaced employees.
