Summary

This position is assigned to the Service Integration and Innovation (SII) Division, Office of Consular Systems and Technology (CST), Bureau of Consular Affairs (CA/CST/SII). SII is responsible for cross-cutting IT initiatives aimed at standardizing and improving CST operations.

Duties

Help
  • Program Management: innovates, plans, develops and implements a vision for systems integration and modernization that achieves the program goals, strategies, principles, priorities, and values of the SII Division and CST
  • Administrative Management and Supervision: serves as second level supervisor, exercising the full scope of supervisory and managerial authority; ensures functions of the assigned organization are performed in a highly efficient and effective manner
  • Technical Direction: applies extensive technical project management expertise and experience to the management of large, diverse IT projects in order to oversee the design and development of new systems or revised consular software applications

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - planning work to accomplish goals of SII Division
  2. Customer Service - providing technical advice on requirement modification
  3. Oral Communication - obtaining cooperation from counterparts in other agencies
  4. Problem Solving - deciding on solutions to problems facing subordinates

AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience leading a multi-disciplinary delivery team using Agile methodologies to deliver new software, database, and integration products; AND
  • Experience planning and directing a program segment providing comprehensive information management services; AND
  • Experience planning, directing, and controlling a major organization that autonomously ensures the capability, performance, functionality, interface, utility, quality, and security of IT systems throughout their life cycle; AND
  • Experience in providing customer service and managing expectations of stakeholders with varying levels of seniority and technical expertise.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."
