This Supervisory Review Appraiser position is located in the U.S. Fish and Wildlife Service (FWS) under the Chief, National Wildlife Refuge System (NWRS). The FWS works with others to conserve, protect, and enhance fish, wildlife, plants and their habitats for the continuing benefit of the American people. The NWRS conserves and manages more than 96 million terrestrial acres which provide public opportunities for wildlife-dependent recreation including hunting, fishing, and wildlife viewing.

This Supervisory Review Appraiser serves as the Lead Appraiser for the U.S. Fish and Wildlife Service (FWS) and the Chief, Appraisals and Valuations Branch, an independent branch in the headquarters Division of Realty, overseeing FWS appraisals and valuations across the United States. The incumbent will play an instrumental role in leading the FWS national appraisal organization to support the agency's mission of conserving, protecting, and enhancing fish, wildlife, plants and their habitats for the continuing benefit of the American people.

As a Supervisory Review Appraiser your duties will include, but are not limited to, the following:

  • Oversees the planning, development, and implementation of the bureau's real property appraisal program.
  • Provides oversight and final review of appraisals prepared by appraisers and serves as the bureau's lead technical authority in real property valuation.
  • Provides direct first-line supervision to expert technical staff consisting of experienced professionals.
  • Provides authoritative instruction and guidance to subordinate appraisers and other program staff.

  • Must be a certified general appraiser in a state where education and experience requirements equal or exceed Federal requirements.
  • Must possess a non-residential professional appraisal or appraisal review designation.

Qualifications

Only experience and education obtained by 07/19/2024 will be considered.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

In order to qualify for this position you must possess both the Selective Factor and Minimum Qualification.

Selective Factor:

This position performs appraisal work, must possess a non-residential professional appraisal or appraisal review designation, and being a Certified General Appraiser is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. You must provide documentation of meeting this selective factor.

Minimum Qualification [GS-14]
At least one (1) full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: (1)Demonstrating a wide range of appraisal concepts, principles, and practices to appraise, review, and analyze appraisals; (2)Expert of appraisal review standards and principles; and provide technical advice and policy guidance on appraisal related issues. You must include hours per week worked.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands:
The work of this position is typically sedentary, however field work may occasionally require considerable walking and traveling through rough terrain.

Working Conditions:
This position typically works in an office environment but may also work in the field. Some risks are involved in field assignments due to adverse weather conditions, insects, hazardous terrain, poisonous snakes, alligators and other wildlife, and occasionally extremely irrational property owners. In some areas, specialized transportation such as air boats, swamp buggies, all-terrain vehicles or even helicopters operated by Park personnel or contractors are needed to visit a site.
