The duty station for this position will be located in the Southeast Region which includes the states/territories of AL, AR, FL, GA, KY, LA, MS, NC, SC, TN, PR, VI. If selected, you will be placed at a U.S. Fish and Wildlife regional or field office, or other Department of the Interior facility within the Southeast Region at management discretion.

As a Fish and Wildlife Biologist your duties will include but are not limited to the following:

  • Designing, conducting, reviewing and synthesizing evaluations of chemical exposures and their effects on natural resources following oil and chemical releases.
  • Applying knowledge of Natural Resource Damage Assessment and Restoration (NRDAR) laws and regulations, environmental toxicology, chemistry, risk assessment and uncertainty analyses to frame defensible natural resource damage estimates for cases which often run on a parallel tract of cooperative / negotiated settlement and litigation preparation.
  • Coordinating effective multidisciplinary teams, including NRDAR biologists, solicitors, and natural resource economists within and outside the federal government.
  • Keeping Office of Southeast NRDAR well-integrated with the Gulf Restoration Office's team of nearly 40 professionals focused on restoration funding, planning, design, compliance, implementation, and monitoring to complement the NRDAR team's emphasis on injury and damage assessment.
  • Supervising a team of 4-6 NRDAR biologists (assigning and reviewing the technical and legal accuracy of work, evaluating performance, resolving complaints or grievances, recommending training, recommending employee personnel actions, rewarding outstanding work, and making new employee selections).

Only experience and education obtained by 07/19/2024 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  2. Combination of education and experience that includes courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position PLUS appropriate experience or additional education. As a whole, this combination of education and experience is comparable to successful completion of a full 4-year course of study with a major as described above.

Minimum Qualification [GS-13]
  1. One year of specialized experience comparable in scope and responsibility to the next lower grade level (GS-12) in the Federal service. Specialized experience includes (1) evaluating the impact of pollutants on fish and wildlife resources and their habitat; (2) developing, coordinating, and implementing partnerships for fish and wildlife trust resources, habitat protection, and restoration; (3) providing administrative and technical oversight to other personnel associated with management and protection of fish and wildlife resources; (4) assisting with the development and implementation of policies, operating plans, evaluation methods, and administrative procedures; (5) coordination with a variety of stakeholders such as Federal and state agencies, and tribes regarding fish, wildlife and habitat assessment and restoration.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Cost of Living Allowance: In addition to the yearly salary, positions located in PR and VI are entitled to a cost-of-living allowance (COLA) as provided below.This allowance is subject to annual review, adjustment, and rate decrease. See COLA and Locality Pay Rates in Nonforeign Areas 2024.
