The Office of the Immigration Detention Ombudsman's (OIDO) mission is to assist detained aliens to resolve complaints regarding their detention and to provide oversight of immigration detention facilities nationwide.

As a Detention Oversight Manager, GS-0301-14, your typical work assignments may include:

  1. Supervises and directs the efforts of a diverse workforce of permanent, contract, and detailed civilians from administrative through GS-13 grade levels as they review immigration detention related matters.
  2. Collects data, performs analyses and evaluations, and works with the other OIDO divisions to evaluate trends to determine whether existing or proposed programs or policies accomplish Department objectives.
  3. Serves as a technical expert and analyst on issues related to immigration detention, including conditions of detention and Department policies and procedures.
  4. Makes recommendations to change laws, regulations, policies, and procedures within the Department of Homeland Security (including OIDO, ICE, and CBP), thereby contributing to the Ombudsman's mandate to provide oversight of immigration detention facilities under the Department's purview.

Qualifications

Specialized Experience:
Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties:

  1. Providing guidance in the operations of immigration detention facilities.
  2. Interpreting immigration laws and policies particularly in the areas of immigration enforcement; knowledge of litigations surrounding detention facilities.
  3. Conducting program analysis and presenting ideas to public audiences as well as federal stakeholders.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
