As a BUDGET ANALYST, GS-0560-11/12/13, your typical work assignments may include:

  • Participates in the planning, organization, and execution of a major, substantive budget for a significant program component.
  • Recommends the modification of budgetary procedures to implement the financing and accomplishment of major national programs.
  • Interprets congressional legislation and OMB policies and precedents, Executive Orders, OMB guidelines and directives, and policies and precedents to ensure that assigned program budget functions are in compliance with policies, directives, and other relevant guidance.
  • Analyze and evaluates continual changes in program plans and funding and their effect on financial and budget program milestones.

Qualifications

Specialized Experience: You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties such as: 1) Preparing budget estimates for large operating program areas; 2) Assisting program managers on discrepancies and recommendations for corrective actions; 3) Conducting annual year-end-closing activities; and 4) Preparing corrections to an accounting system to identify valid and invalid transactions obtained in either the public or private sectors.

OR

A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics;

OR

A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Providing analysis of the potential effects of budgetary action to achieve mission objective; 2) Analyzing financial and budgetary relationships to develop financial and budget actions; 3) Developing narrative and statistical justifications for requested funds; and 4) Identifying changes to budgetary resources and/or financial policies, regulations, constraints, and available funds.

You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Advising managers on appropriate budgetary actions to be taken to meet agency needs; 2) Monitoring and reporting on the rate of expenditure of funds; 3) Examining studies and trends on the obligation of funds; and 4) Providing advice to management on financial and budgetary processes.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
