Summary

This position is located in the New Service Design and Development Division, Office of Consular Systems and Technology Division, Bureau of Consular Affairs (CA/CST/NSDD). NSDD is responsible for selecting, designing, and implementing new IT services in addition to functioning as the software developer and integrator supporting CA and external customers both domestically and overseas.

Duties

Help
  • Serves as an IT Specialist (INFOSEC) with responsibility for planning and coordinating the delivery of IT systems, platforms, and services that provide unparalleled value to CST stakeholders and customers.
  • Develops written action plans which identify planning elements, milestones, and product-related training and documentation requirements to ensure the steps to migrate users and/or functionality are logical, seamless, and available to customers.
  • Provides advice and guidance and leadership to customers and developers throughout the systems analysis and design process from assessing current, new, and future system design methodologies for the improvement of system performance.
  • Ensures the rigorous, continuous application of information security/information assurance policies, principles, standards, and practices in the planning and execution of assigned product development projects.
  • Fosters regular engagement with business owners and stakeholders to garner their insights and expertise to build trust and rapport with CST.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - make decisions or recommendations that significantly influence important agency IT policies or programs
  2. Customer Service - apply new developments to previously unsolvable problems
  3. Oral Communication - develop and present reports, correspondence and briefings
  4. Problem Solving - administer large scale database management systems for mission-critical functions

AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience managing product strategy and delivery, to include conceptualizing a product vision and developing outcome-based roadmaps contextualized to customer, user, or business needs.
  • Experience leading cross-functional teams of user experience designers and engineers, using agile methods to prioritize and incrementally deliver solutions. 
  • Experience aligning  stakeholders and the team around a product strategy informed by data-driven product decisions that balance user, business, and technology outcomes.
  • Experience articulating challenging product and technical issues to a variety of audiences, ranging from gaining buy-in from non-technical senior executives to developing actionable stories for prototyping and product development.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
