Summary

The position is in the Bureau of Overseas Buildings Operations, Construction and Security Management, Office of Security Management, Security Countermeasures Division, Technical Security Branch (OBO/CSM/SM/SCD/TSB) and is responsible for providing technical advice, guidance, and assistance to staff engaged in the structure and administration of the Department’s overseas worldwide technical security programs and management and oversight of security and program implementation.

Duties

Help
  • Address design issues and coordinate, plan and oversee technical security to include security equipment identification, diplomatic security installation guidelines and practices, and industry standards for electrical and electronic installation.
  • Serve as a member of various committees and study groups addressing responses and countermeasures to security concerns affecting the entire Foreign Service community.
  • Develop and coordinate the development of standards and programs for security procedures, physical controls, technical systems, and equipment and recommend revisions to DOS security regulations and instructions accordingly.
  • Prepare task requirements for contract installation teams and manage equipment procurement and installation with emphasis on quality and conformance with interagency standards and U.S. and host country building codes.
  • Provide guidance to architects and project managers concerning technical security systems and develop technical security designs to incorporate into building construction plans to comply with interagency security standards and policies.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience designing and installing technical security systems.
  • Experience assessing construction plans for the placement and installment of physical security systems.

There is no substitute of education for specialized experience for the GS-13 position.

  • Knowledge of security practices, procedures, and systems used.
  • Ability to react promptly, appropriately, and decisively in crisis situations.
  • Knowledge of technical security design practices.
  • Skill in installing and inspecting technical security. 
  • Ability to organize and lead teams.
  • Ability to develop long-range strategies.
  • Skill in creating budget estimates for technical security systems installations.
