As a INTERNATIONAL PROGRAM SPECIALIST (PROJECT MANAGEMENT) at the GS-0301-11/12/13 some of your typical work assignments may include:

  • Prepares project plans, acquisition baselines, acquisition strategies, implementation plans, and funding plans for BTRP projects.
  • Responsible for managing, planning, programming, budgeting and maintaining continuous oversight of cost, schedule, and performance of multiple efforts.
  • Responsible for identifying and assessing the assistance needs of partner countries and developing technical requirements and specifications.
  • Establishes realistic program/portfolio-wide and individual project goals, metrics and priorities; provides for the timely dissemination of program results, and keeps DTRA management, the Office of the Secretary of Defense (OSD), combatant commands (CCMDs), and other key customers informed of progress and significant accomplishments.
  • Directs and manages the execution of approved projects leading to biological threat reduction success, as discussed above, in accordance with federally established acquisition guidelines.
  • To accomplish this, the incumbent prepares procurement requirement specifications and documents; conducts detailed technical discussions with contract bidders; provides frequent guidance to integrating contractors and other support organizations; monitors contractor and partner organization performance; reviews and approves all contract reports and deliverables and recommends required adjustments to existing contracts. Provides oversight for very large, complex technical contracts spanning several years duration awarded to both U.S. and foreign enterprises. Ensures financial auditability and adherence to DoD/DTRA security practices.
  • Facilitates and participates in technical discussions with foreign officials. Represents CTR at appropriate levels, with counterparts in the assigned geographic area, and within the U.S. inter-agency process.
  • Develops close ties and a solid working relationship with project stakeholders. As the U.S. Government delegation leader on trips to foreign countries within the assigned geographic area, the incumbent oversees the performance of a diverse group of civilian, military and contractor personnel in the accomplishment of delegation objectives.
  • As delegation lead, serves as facilitator, negotiator, and primary point of contact and principal decision-maker. Maintains liaison with U.S. Embassy personnel, foreign officials, directors of large civilian enterprises, and high-ranking and/or flag/general officers in various ministries of the governments within the assigned geographic area.
  • Performs other duties as assigned.

  • The incumbent is encouraged to receive appropriate inoculations in most cases; however when in country for greater than 30 days, the incumbent may be required to receive them.
  • This is an Acquisition Workforce position in the Program Management career field.
  • The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every two-year CLP period.
  • Medical inoculations are recommended for entry into certain geographic areas that have known disease prevalence for which U.S. citizens are not routinely inoculated.
  • Some locations will require the inoculations if the incumbent is present in country for greater than 30 days.
  • The incumbent is required to become certified, Practitioner tier in the applicable career field within 24 months, unless a position requirements waiver is approved to extend the 24 months.

Qualifications

You may qualify at the GS 13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

  • Serving as Contracting Officer's Representative (COR); Leading the evaluation/selection of a contract or task order;
  • Providing guidance to contractors and other support organizations; monitoring contractor and partner organization performance; reviewing and approving contract reports and deliverables;
  • Establishing priorities and meeting deadlines for a full range of organizational activities, (i.e. short- and long-range planning; budgeting; triage, coordinate and respond to routine and operational level taskers etc; )
  • Leading delegations in meetings with international partners for technical discussions on new or ongoing projects.


You may qualify at the GS 12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
  • Experience with Contracting Officer's Representative (COR) related activities;
  • Serving as a lead or in a lead role for project teams, developing effective working relationships with inter-agency and international partners;
  • Experience with the development and coordination of program-wide and individual project plans, acquisition baselines, acquisition strategies, implementation plans, and funding plans, in alignment with internal and external guidance documents, while accounting for resource limitations and uncertainties;.
  • Monitoring and documenting project cost and schedule metrics; and Participating in meetings with international partners for technical discussions on new or ongoing projects.
You may qualify at the GS 11, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service as listed below:
  • Participating in project teams, developing effective working relationships with inter-agency and international partners;
  • Documenting project cost and schedule metrics; and
  • Participating in the evaluation/selection of a contract or task order.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
