Summary

This position is located in the Department of State’s Bureau of Global Talent Management, Office of Overseas Employment, Compensation Management Division (GTM/OE/CM). The division carries sole responsibility for the design of all major cash, non-cash, and risk benefit plans for each of the 186 posts. This responsibility involves compensation and benefit studies, data analysis, plan design, bid specifications development, renewal analysis, and reviews for benefit plan soundness and compliance.

Duties

Help
  • Serves as an HR Specialist (Compensation), providing services not only for the Department of State, but also supporting all other Foreign Affairs Agencies at our U.S. overseas missions, including; USAID, Commerce, Peace Corps, and Agriculture.
  • Represents the office as an expert in discussions with senior management within responsible regional bureau and other agencies in cases involving unique circumstances & individualized problems with proposed/current compensation and benefit policies.
  • Provides authoritative management advisory services, which includes researching, analyzing and evaluating issues, determining applicable precedents, recommending innovative methods and strategies to resolve complex HR problems.
  • Plans, organizes and manages the compensation and benefit policy work for an assigned area comprised of multiple countries, which includes defining project goals and setting priorities.
  • Assesses economic and labor market trends and determines approaches to be used in analysis of the salary setting and the benefit designs; develops compensation and benefit policies and structures for final authorization.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience interpreting and applying a range of global compensation and benefit concepts, laws, policies, practices, and diagnostic methods and techniques sufficient to solve a wide range of interrelated HR management problems and issues.
  • Experience developing innovative total compensation comparability approaches for applying prevailing practice principles in a cross-cultural context for global organizations or programs.
  • Experience providing consultative advice and guidance to senior level officials on compensation and benefit policy regulations and procedures.

There is no substitute of education for specialized experience for the GS-13 position.

  • Knowledge of total compensation comparability approaches.
  • Knowledge of the principles, concepts, theories, and methodology of global compensation and benefit management and its overall impact on HR management.
  • Skill in researching, analyzing and evaluating issues, determining applicable precedents, identifying the most effective approach to recommend innovative methods and strategies.
  • Skill in, and ability to, provide authoritative advice, guidance, and direction on a broad range of complex policy issues that affect a HR program.
  • Ability to communicate effectively and efficiently at all levels of an organization, both orally and in writing.
