This position is a Supervisory Fish and Wildlife Biologist, GS- 0401-14 working in Hadley, Massachusetts serving as the Deputy to the R5-Assistant Regional Director-Migratory Birds.
This position will be filled under the Office of Personnel Management's Direct Hire Authority and is open to all United States citizens and U.S. nationals. Incumbent will supervise a highly talented team working on conservation, monitoring, and partnerships for migratory birds, and sub-team focused on assessing and minimizing impacts of offshore wind on migratory birds. Duties may include serving as the Division's lead on shorebird conservation, with opportunities to lead local to hemispheric-scale conservation partnerships for northeastern migratory birds.
As a Supervisory Fish and Wildlife Biologist your duties will include but are not limited to the following:
As a senior manager for the assigned program, project, or geographic area, exercises leadership and provides direction for the management and administration of subordinate programs and activities.
Serves as an expert consultant and provides authoritative advice to senior management and other Service officials
and managers concerning controversial and complex scientific, political, and economic issues; prepares position papers; reviews documents and plans; and makes implementation decisions.
Analyzes and evaluates management plans, goals, objectives, and resource problems, and makes final determinations (subject to the approval of senior management) regarding the final content, timing, and ongoing applicability of management approaches.

Qualifications
Only experience and education obtained by 07/05/2024 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
Completed a full four-year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to fish and wildlife biology; OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. NOTE: To qualify under this option you must submit transcripts to verify your education and include proof of your experience in the text of your resume.
Minimum Qualification [GS-14]
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-13 in the Federal service. Experience includes 1) Supervising or managing a team of natural resource professionals focused on the management, research, monitoring, and conservation of wildlife; 2) Identifying and solving challenging and complex issues related to natural resource management/conservation that affect a diverse group of stakeholders/partners; 3) Represent your agency in complex negotiations with representatives of diverse groups, local, state, tribal, Federal agencies and the public concerning conservation projects; 4) Exercising direct responsibility for leading, planning, developing, obtaining resources for, and implementing natural resource work plans, projects or studies; 5) Experience with relevant policy, laws, and regulations (Migratory Bird Treaty Act, National Environmental Policy Act, Endangered Species Act, Fish and Wildlife Coordination Act).
