Duties

Serving as a Physical Security Specialist GS-0080-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. These positions are located within the Chief Security Office under the Deputy Director's Office in Glynco, GA, North Charleston, SC and Cheltenham, MD.

Typical assignments include:

  • Coordinating, conducting and supporting physical security activities towards the implementation of the FLETC Enterprise-wide Security System (ESS); supporting the coordination, development and implementation of physical security policies and procedures.
  • Conducting reviews of proposed, planned, and/or new renovations, retrofit demolition and procurement projects to ensure all appropriate and applicable physical security requirements and measures are present or planned.
  • Serving as System Administrator for the incident reporting process, Homeland Security Presidential Directive-12 (HSPD-12) program and surveillance information technology (IT) systems; plans, coordinates, implements and manages system installation, testing and operations of existing, new and/or upgraded security management IT systems.
  • Supporting the FLETC Personal Identity Verification (PIV) Program and maintaining all required records and documents in accordance with PIV Program and DHS policies, procedures and requirements.
  • Participating in measuring and analyzing the performance of the enterprise-wide level of the FLETC OSPR/SM Program; assisting in the development or modification of policy or program changes; and ensuring the effective operations of assigned administrative aspects of the OSPR/SM Program and ensuring coordination occurs during day-to-day activities and requirements with appropriate stakeholders and/or OSPR/SM service providers.
  • Facilitating acquisition and ensures the optimal use of program resources and the development of performance measures to systematically report utilization levels along with the operational results of the program.
  • Preparing and distributing routine and special occasion security bulletins, notices and reports.
  • Performing law enforcement duties as directed.

  • Must pass an initial pistol firearms proficiency and qualification course of fire with an approved FLETC qualification course as directed by the FLETC CSO. Must achieve an 80% score, which equates to 240 points out of a possible of 300 points.
  • This position is Emergency Essential required to sustain operations under all conditions such as in the event of a localized emergency situation and to ensure Continuity of Operations the FLETC.
  • Must be able to meet job-related medical and/or fitness standards. Subject to an initial and annual physical examination that measures. visual, hearing, and physical acuity.
  • Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
  • Must be able to obtain and maintain Federal Acquisition Certification - Contracting Officer Representative (FAC- COR) Level III certification.
  • This position requires the selectee to meet and maintain all applicable requirements to carry a firearm under 40 U.S.C § 1315.
  • You will carry a firearm and will be subject to the Lautenberg Amendment. The appointment to this position of a person convicted of state or federal misdemeanor crimes of domestic violence is prohibited.
  • Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.
  • Overtime may be required.
  • Occasional travel may be required.
  • Must successfully pass a T5 background investigation for eligibility and/or access to classified national security information at the Special Sensitive level.
  • This position is eligible for situational-only telework based on agency policy.

Specialized Experience: must possess at least one year of specialized experience equivalent to at least the GS-12 level in the federal service leading and conducting activities that support the development, implementation and management of an enterprise-wide physical security program. Such experience includes providing technical expertise regarding security posture, technology, tactics, and other physical security-related subjects; advising senior management on a variety of matters pertaining to security practices and policies; developing security business practices and standard operating procedures based on the interpretation of various security laws, regulations, policies, procedures and guidelines; and overseeing security reviews and audits. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Work Environment: Work is normally performed in an office setting where no unusual safety precautions are required; however, during emergencies and natural disasters, working conditions may be austere. The work area is adequately lighted, heated, cooled, and ventilated. The incumbent may be required to spend time in government, private, or on public transportation.

Physical Demands: Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. However, during situations requiring response to a wide range of security and emergency management events/incidents, more rigorous and strenuous physical activity may be required. Driving a vehicle is required; a valid driver's license is required. Trips to other elements within the organization are routine and trips to other government agencies or contractor sites may be required.

The first assessment will consist of skilled-based questions designed to evaluate the degree to which you possess the skills needed to perform the duties of the positions being filled. These questions are scored, and you must score at least 85 out of 100 points in order to be evaluated in the second assessment.

For the second assessment applicants who score a minimum of 85 on the assessment questionnaire will move on to the Subject Matter Expert (SME) resume review by a group of SME's, that the hiring manager has selected to be part of the panel review. This assessment will be used to further assess an applicant's technical proficiency as it relates to the position.   3. Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis.
